Summary

About the Position: Serves as senior Army Nuclear Strategy Analyst in support of the Director, U.S. Army Nuclear and Countering WMD Agency (USANCA) and Headquarters, Department of the Army (HQDA), Deputy Chief of Staff (DCS) for Strategy, Policy and Operations, G-3/5/7. Analyzes, evaluates and advises on nuclear strategy, policy, strategic and operational plans and operations, and doctrinal advisor on all matters pertaining to the U.S. nuclear enterprise and the stockpile to targeting sequence.

Responsibilities

  • The position is responsible for analyzing, evaluating and advising on nuclear strategy, policy, strategic and operational plans and operations.
  • Doctrinal advisor to the Director of USANCA, the HQDA Deputy DCS G-3/5, the HQDA DCS G-3/5/7 and the rest of the Army Staff (ARSTAF) on all matters pertaining to the U.S. nuclear enterprise and the stockpile to targeting sequence.
  • Analyzes, evaluates and advises on the formulation of the mission, functions, objectives, and requirements of the Nuclear Effects Integration and Proponency Division and USANCA at large.
  • Analyzes and assesses each Geographic Combatant Command (GCC) and Functional Combatant Commands? (FCC) regional strategy, campaign plans, and operational plans ensuring nuclear tasks, requirements, and national concepts are appropriately addressed.
  • Acts as representative for the Director and the DCS, G-3/5/7 on the NWCSSC and Nuclear Deterrence Enterprise Review Group (NDERG) Senior Oversight Group (SOG).
  • Serves as the Lead for one of the Agency's Nuclear Employment Augmentation Teams (NEATs) that provides training, education, operational and crisis support to the Geographic Combatant, Sub-Unified and Army Service Component Commands.
  • Requires an understanding of the New START (Strategic Arms Reduction Treaty) and the weapons covered by the agreement.
  • Knowledgeable on the role of the Nuclear Weapons Council and its annual and biennial reports.
  • Deploys in support of operational training exercises and real-world contingency/crisis operations.
  • Represents USANCA and the Army as a member of boards, bureaus, committees and working groups formed to monitor, evaluate and prescribe guidance for strategic portfolios over future year?s deployment programs.
  • Manages and integrates into the total nuclear enterprise community the operational and conceptual projects that have been/are being examined, evaluated and/or resolved, either personally or as a team leader of multiple ad hoc task forces.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The work is a combination of sedentary and very active performance, requiring sitting and a great deal of walking in facilities in the National Capital Region, including ramps and stairs. Work may include deployment to austere operating environments.
  • Works in an office with a computer terminal, adequately lighted and climate controlled. May include work in a field operating location. Requires occasional domestic and overseas travel. Work may include deployment to austere operating environments.


Qualifications

Emergency Essential: In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status. In the event of a crisis situation or wartime, the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order. Additional training, medical requirements, and deployment responsibilities may apply to this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes experience advising senior leaders on nuclear issues, and experience teaching nuclear weapon policy, strategy or doctrine which requires an understanding of US nuclear weapon policy, strategy, plans, and arms control treaties; expertise in the components and capabilities of the nuclear triad; an understanding of how to integrate nuclear effects and conventional operations; an understanding of computational modeling and the simulation of nuclear weapon effects using Hazard Prediction and Assessment Capability (HPAC) or similar models; an understanding of the role and functions of the Nuclear Weapon Council and its supporting committees; and an understanding of how the Army would operate in a nuclear environment.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
