Summary

About the Position:

PEO IEW&S, US Army Acquisition Support Center, is participating in an alternative personnel system known as the Army Acquisition Demonstration Project. The NH-04 broadband is equivalent to the GS-14 Step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within the pay band equivalent may not receive an immediate pay increase if appointed to this position.

Responsibilities

  • Monitors program accomplishments and identifies actual or potential problem areas, trends, merit and deficiency situations, areas of imbalance or other similar factors.
  • Coordinates with external and internal stakeholders to develop plans, programs and budgets; reviews guidance initiated by higher headquarters; and develops implementing policies and procedures to assure effective objective accomplishment within available resources.
  • Conducts meetings and briefings on programmatic and acquisition status to subordinate commands, management and higher headquarters to facilitate communication, consistent reporting procedures and efficiency.
  • Provides advice and assistance to PMs regarding contracting strategies and other matters pertaining to contracts, planning and management activities.
  • Serves as an expert advisor to the PMs regarding the formulation, justification and/or execution of budgets that support overall operations or major programs/projects in the PEO/PM.
  • Remains current with acquisition statutes and regulations to ensure that acquisition strategies and supporting documents conform with guidance specific to ACAT I, ACAT II, ACAT III and ACAT IV systems.
  • Reviews the guidance initiated by higher headquarters, develops implementing policies and procedures, and insures that all activities understand the guidance required for formulating their input.
  • Provides financial, regulatory and contractual oversight and guidance on complex, multi-billion dollar programs that are international in scope, including Foreign Military Sales (FMS) programs.
  • Performs analysis, evaluation and oversight of all aspects of the Planning, Programming, Budgeting and Execution System (PPBES) of major PM programs.
  • Serves as an expert planner, analyst and advisor to the PEO/PM on program cost analysis, annual/multi-year and long range fiscal planning, and contractual/commercial issues for key agency programs.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Overseeing Planning, Programming, Budgeting and Execution System (PPBES) to facilitate the acquisition/work process of an Acquisition Category systems, multi-billion in value, and are international in scope. (2) Overseeing Project Management contract acquisition packages, strategies and policies for feasibility and adequacy. AND (3) Evaluating assigned program areas for funding deficiencies and programmatic status to assure effective objective within available resources.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within 24 months of appointment.
