This position is located in the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer, Washington, District of Columbia.

Responsibilities

  • Serving as a Human Resources Specialist specializing in recruitment and/or retention flexibilities and incentives that support cyber and other mission critical occupations.
  • Serving as a Strategic Recruitment Program Manager by performing analysis, research, and evaluating departmental recruitment programs.
  • Developing cyber focused standard operating procedures (SOP)/play books, recruitment plans, and other communications that support cyber focused events, tours, webinars, outreach activities, etc.
  • Serving as a consultant for human resources and Diversity and Inclusion management activities ensuring the organization is building a diverse pipeline of talent.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience qualification requirements as noted below.

Specialized Experience:
GS-0201-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing the following duties:
  • Applying recruitment and placement concepts, practices, regulations, precedents, and procedures;
  • Executing recruitment and outreach campaigns;
  • Responding to external inquiries regarding recruitment issues
GS-0201-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing the following duties:
  • Monitoring the implementation of the Diversity and Inclusion Strategic Plan;
  • Creating cyber or mission critical occupation content for branding materials aimed to promote career opportunities to the general public and specific targeted audiences;
  • Identifying appropriate tools or platforms that support outreach activities;

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
