Summary

This position is located in the Pipeline and Hazardous Materials Safety Administration's Office of Hazardous Materials Safety, Program Management, Data, and Statistics Division. The division performs data and risk analysis, economic analysis, and program evaluations in support of the Department of Transportation's hazardous materials transportation safety programs. This position is responsible for the supervision and oversight of the division.

Responsibilities

This is an interdisciplinary position, which means that the duties and responsibilities of the position relate to both the Economist (0110 series) and Statistician (1530 series) fields. Because of the interdisciplinary nature of this position, a person with the education and experience in either the economics field or the statistics field may be considered equally well qualified to do the work.

If selected for this vacancy, your duties will include, but not be limited to, the following:
  • Developing data and information requirements to support the hazardous materials safety program.
  • Guiding the office in determining the appropriate strategy, discipline and application to develop analysis and supporting reports.
  • Planning, implementing, and reporting on projects, studies, initiatives related to enterprise-wide hazardous materials products, programs, and services.
  • Serving as a Contracting Officer's Representative (COR).
  • Exercising immediate supervision over the daily activities of the personnel assigned to the Risk, Data and Program Management Branch, such as assigning work, developing performance standards/rating employee performance, taking disciplinary action, identifying training needs, and interviewing and selecting candidates for vacancies within the division.

The ideal candidate has strong experience in the design, development, verification, and validation of applied, descriptive, prescriptive and predictive analytics. This person has experience in relaying complex data-related issues in a simple and easy to understand manner, demonstrates expertise in big data technology infrastructure and environments coupled with business process architecture, and highly knowledgeable in front-to-back data lifecycle and highly proficient in wide array of data tools and technologies.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience reviewing and analyzing issues related to hazardous materials transportation safety concerning policy, operations, and procedures, such as risk management, framework, regulatory streamlining, policy, statistical analysis, and compliance improvement.
  • Experience analyzing data from transportation industries, government agencies, and other sources on hazardous materials transportation.
  • Experience researching, analyzing, and documenting findings concerning the effect of proposed regulations, legislative actions, or program activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Please note: This is an interdisciplinary position, which means that the duties and responsibilities of the position relate to both the Economist (0110) and Statistician (1530) fields. Because of the interdisciplinary nature of this position, a person with the education and experience in either the 0110 or the 1530 field may be considered equally well qualified to do the work. All applicants must meet the education and experience requirements of at least one of the series AND the specialized experience of this vacancy in order to qualify.

In addition to the specialized experience requirements, applicants must fully meet the basic qualifications criteria of at least one of the following series.

To qualify for the 0110 Economist series, you must meet at least one of the following criteria:
  • You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR
  • Combination of education and experience -- courses equivalent to a major in economics, as indicated above, plus appropriate experience or additional education.

To qualify for the 1530 Statistician series, you must meet at least one of the following criteria:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR
  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
