Responsibilities

If selected for the position, you will perform the following duties:
  • Manage the work of team leaders and contractors who oversee and carry out the functions and responsibilities of the branch.
  • Establish branch priorities and provide oversight and supervision to the planning, budgeting, conception, design, engineering, development, implementation, testing, and review of cyber technology initiatives and programs.
  • Serve as Contracting Officer Technical Representative, assisting the OCICB program officer and the NIAID contracting officer responsible for OCICB support contracts with all tasks relating to the PMB.
  • Develop and maintain strategic plans; assess policy needs and develop policies.
  • Identify and address cyber technology workforce plans and management issues.
  • Direct the exploration of and make recommendations for cyber technologies policies and resource allocation issues for application to the NIAID environment.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • AND To qualify at the GS-15 level: Have 1 year of specialized experience performing IT related tasks equivalent to at least the GS-14 level in the Federal Government doing the following tasks: planning, developing, and implementing policies, programs, and procedures for cyber technology initiatives and programs; leading the development of long-term strategic plans related to cyber and information technology; interpreting policies, defining objectives, and making authoritative decisions regarding information security principles to meet organizational goals; preparing and presenting briefings to high level government and non-government offices to acquire approval and secure funding for mission critical cyber and information technology policy and resource allocation issues.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
