Summary

This position is located at the National Capital Region, Center for Urban Ecology in the Division of Resources, Stewardship and Science. The incumbent directs an intricate program of biology and other natural resource activities that involve complex issues that may impact a wide variety of park issues.

Responsibilities

Directs an intricate program of biology and other natural resource issues focused on the management of exotic and pest species.
Develops work plans and schedules, scopes of work, cost estimates and proposals to justify funding requests and accomplish goals.
Administer and track project funds and prepare accomplishment reports.
Exercises the full range of supervisory duties for a supporting staff.
Develop and implement long range plans for the inventory, evaluation, documentation, preservation, and interpretation of the biological and other natural resources.
Serve as the regional expert on the management of exotic plants and animals.
Represents the region when working with others on natural resource matters.
Develops and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public in order to encourage and facilitate cooperative regional vegetation management strategies.
Advises parks in the development of vegetation-related sections of park resource stewardship strategies, vegetation management plans, invasive plant management plans, environmental assessments, environmental impact statements and other strategic documents needed to successfully manage and protect natural ecosystems and environmental conditions.
Prepares scientific reports regarding the results of management, protection, restoration, inventory, monitoring, and research.

  • You may be required to operate a government motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.


Qualifications

You must meet the following by the closing date of this announcement:

Basic Education Requirement:
Have a bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR
Have a combination of education and experience which includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

AND

Specialized Experience:

Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of specialized experience include: Studying, inventorying, monitoring, and managing a broad range of natural resource which include but are not limited to: vegetation, wildlife, fisheries, exotic and pest species, sensitive species and associated ecological components such as air, water, and soil.; developing habitat conservation or restoration projects; serving as an technical advisor on park ecosystems for other staff, government agencies, land owners, private interest groups, etc. and preparing biological portions of environment assessment/impact statements or comprehensive resource planning reports.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

You must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
