Summary

This is a non-bargaining unit position.

This position is located in the Small Business Administration, Office of the Chief Information Officer in Washington, D.C. The goal of the IT Specialist is to support the digital services initiative and to work with a diverse group of stakeholders to improve the digital services the SBA delivers to citizens and businesses.

Responsibilities

This position is ONLY open to Surplus and displaced Small Business Administration employee eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and VEOA eligibles. Please do not apply to this position as CTAP/ICTAP, if you do not have CTAP or ICTAP status and proof of eligibility in the form of a Reduction-In-Force letter.
  • Drive digital business transformation and iteratively develop and refine program strategy based on interaction with agency officials, key stakeholders and subject matter experts.
  • Incorporate Agile development methodologies, open source, cloud services into government digital product delivery
  • Ensures application security measures are used throughout the stage of the application life cycle.
  • Work with OCIO Senior Leadership to help champion and execute modern information technology systems development and management approaches .
  • Communicate verbally and in writing with senior executives, program leadership and key stakeholders within the agency and throughout the federal government and industry.

Qualifications

QUALIFICATIONS: GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector formulating long- and short-range strategic plans; developing, implementing, and maintaining policies, procedures and directives for Information Technology, and software development; providing managerial technical and administrative direction to staff
(Federal and Contracting); collaborating with other managers and directing supervisors and staff on policies and procedures on information management; AND preparing briefing materials for internal and external purposes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must have IT-related experience demonstrating each of the four competencies listed below.

  • TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
