Summary

The position will be filled as a temporary promotion or detail in either of the locations listed in this announcement. If filled via Temporary Promotion, it may be made permanent without further competition.

The position is in the Human Resources Enterprise Systems Management Division which manages the strategic alignment of enterprise systems to support the HR business strategy. The incumbent provides program management oversight for HR information systems deployed throughout USDA.

Responsibilities

  • Provides program management oversight to include planning, testing, training, monitoring, tracking, delivery, and implementation of USDA HR Information Systems (HRIS) (e.g. NFC EmpowHR, USAStaffing/Onboarding, WebTA, LERIS, eOPF).
  • Serves as project manager for implementation and support of HRIS projects including project planning; resolving complex, integrated HRIS issues; recommending creative solutions; and collaborating with a variety of stakeholders.
  • Leads HRIS user groups to support enterprise-wide HR information systems. Fosters USDA HRIS collaborations across Agencies and Mission Areas through ongoing collaboration, communication, and training.
  • Manages HRIS maintenance processes including reviewing, testing, implementing, and communicating upgrades and patches. Documents processes and results.
  • Governs the process for system enhancements. Manages the interconnectivity of systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements, by the closing date of the announcement, including time-in-grade restrictions and specialized experience.

Time in grade:
Current federal employees, in the General Schedule (GS) pay plan, who apply for a promotion opportunity, must meet time-in-grade (TIG) requirements, of 52 weeks of service, at the next lower grade level.

Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level applying advanced HR principles, concepts, methods, practices, and mastery of HR information systems which equipped the applicant to serve as a program manager for payroll and personnel enterprise systems. Examples of specialize experience include, but are not limited to: 1) developing plans, methods, and strategies for leading the implementation, maintenance, enhancement and deployment of payroll and personnel enterprise systems: or 2) functioning as an HRIS expert on implementation, conversion, requirements analysis, and advising on changes and upgrades to existing payroll and personnel systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Return Rights: At the end of a temporary promotion or detail, the employee is either returned to his or her original position or to a position anywhere else in the servicing sub-agency with the same geographic location (as possible) and of a grade and pay rate equivalent to that from which originally selected and for which the employee is qualified.
