Responsibilities

As a Budget Analyst in the Office of Planning of Budget, Budget Execution Division, you will perform a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budget for USPTO, a major component of the Department of Commerce.

Duties typically performed include the following:
  • Reviewing, analyzing, and interpreting existing and proposed legislation, appropriation language, executive orders, and Office of Management and Budget (OMB) circulars and bulletins.
  • Providing expert advice and recommendations for budgetary actions. Formulates budget estimates for multi-year programs. Tracks progress of USPTO appropriations through Congress.
  • Assisting with justification of budget and acts as a liaison between USPTO business units and the USPTO budget office.
  • Developing financial analysis of proposed budgetary and program actions and advises Agency officials and program managers of most advantageous courses of action.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

GS-09

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service.

Specialized experience for the GS-09 level includes:

Skill Set 1 - Experience applying budgetary methods, practices, procedures, and regulations to perform routine budget assignments in the areas of budget formulation, presentation, or execution;

Skill Set 2 - Experience analyzing budgetary and financial relationships of an organization to estimate funding needs;

Skill Set 3 - Experience effectively communicating with peers, supervisors, and managers to ensure organization mission objectives and requirements are met.

OR

A Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

GS-11

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service.

Specialized experience for the GS-11 level includes:

Skill Set 1 - Experience delivering regulatory, stakeholder budget controls, and reporting requirements (internal and external);

Skill Set 2 - Experience preparing budget estimates for multi-year programs;

Skill Set 3 - Experience analyzing and evaluating operational spending plans based on resource needs, strategic priorities, and anticipated income.

OR

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

GS-12

Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.

Specialized experience for the GS-12 level includes:

Skill Set 1 - Experience managing regulatory, stakeholder budget controls, and reporting requirements (internal and external);

Skill Set 2 - Experience formulating budget estimates for multi-year programs;

Skill Set 3 - Experience developing and executing operational spending plans based on resource needs, strategic priorities and anticipated income;

Skill Set 4 - Experience conducting assessments and evaluations of budgetary and financial resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at this grade level.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education . You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. GS-09:

KSA 1 - Knowledge of Agency, Federal and Department budgetary methods, practices, procedures, regulations and other guides in order to perform routine continuing assignments in the areas of budget formulation, presentation, performance reporting, and execution.

KSA 2 - Ability to extract information from various sources, review, and analyze numerical information such as monthly expense statements, budget requests, cost estimates in order to prepare reports and analyses.

KSA 3 - Skill in categorizing and analyzing quantitative data in order to analyze budgetary and accounting activities.

KSA 4 - Knowledge of assigned organization and programs, and the budgetary and financial relationships of the organization to determine whether estimates of funding needs are appropriate or if funds are being expended according to the program's goals and objectives.

GS-11/12:

KSA 1 - Knowledge of the Federal budget process and all associated policies, directives, procedures, and regulations, to develop and provide authoritative advice and interpretations of legislation, policies, and precedents.

KSA 2 - Ability to develop budgetary policies, to assist line organization in setting and implementing program goals, to determine how they impact and interact with other programs and budgets of the Department and other Federal and state agencies.

KSA 3 - Ability to build and maintain effective working relationships and partnerships with individuals and organizations with major budgetary and programmatic impacts and benefits to the Agency.
