Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Analyze program and policy options in the field of Public and Indian Housing for effectiveness and efficiency, and in coordination with PIH program offices and the Office of Policy Development and Research, develops option papers for use in making policy decisions.

-Work directly with other policy officials in the Office of Public and Indian Housing, and the rest of HUD, to coordinate and facilitate the development of program and legislative initiatives and to resolve policy disagreements.

-Define and analyze issues to determine the extent of a problem and the best method of resolution.

-Represent the Office of Public and Indian Housing at meetings within the Department and with public housing industry leaders.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.


Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Analyzing the effectiveness of regulatory and statutory proposals. Which includes conducting and reviewing the analysis of proposals developed by HUD or other Housing industry stakeholders. AND
- Accessing, managing or analyzing financial and programmatic data and applying analytical and problem solving techniques to identify trends and issues, and develop solutions for a large governmental program or private sector business; AND
- Performing systems analysis (i.e. researching problems, planning solutions, recommending software and systems, at least at the functional level, and coordinating development to meet business needs); AND
- Working with commercial off the shelf (COTS) software, such as: MS Access, MS Excel, MicroStrategy, SharePoint, InfoPath, or Oracle. The experience may have been gained in either the public, private sector or volunteer service.


Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Gathering information, identifying and analyzing issues relating to new or proposed legislation, regulations or policies; AND
- Conducting analysis of regulatory and statutory proposals or initiatives and developing recommendations. Such experience can include conducting research on low income housing policy, writing policy guidance, conducting cost benefit analysis, work flow studies, or economics analysis; AND
- Planning, scheduling, conducting, or facilitating projects. Such experience may be gained by using project management tools to oversee research efforts or evaluations which address low-income housing issues; AND
- Recommending ways to improve the productivity of work operations.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
