Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is with the Headquarters, Department of the Army, G-2, Plans & Integration Directorate, located at the Pentagon, Arlington, VA.

Responsibilities

  • Serve as a senior Intelligence Specialist (Staff Management) with a concentration in Signals Intelligence, Cryptologic Support and Electronic Warfare in the Headquarters, Department of the Army, G-2, Plans and Integration Directorate.
  • Serve as an Army Signals Intelligence Subject Matter Expert in the areas of policy, operations and technologies.
  • Develop intelligence policies, plans and guidance that impact Army intelligence units that conduct Signals Intelligence operations, Cryptologic Support to Cyber, and Electronic Warfare.
  • Provide guidance on operations, policy, personnel, doctrine, training, organizations, and concepts for Army Signals Intelligence, Cryptologic Support to Cyber, and Electronic Warfare missions.
  • Provide subject matter expert advice and functional management expertise on Signals Intelligence Cryptologic Support to Cyber and Sensitive Compartmented Information communications related programming.
  • Develop Signals Intelligence policies that impact Army units with a Signals Intelligence, Cryptologic Support to Cyber, and Electronic Warfare mission.

  • Must obtain and maintain a TOP SECRET Security Clearance with eligibility for Sensitive Compartmented Information.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary Duty Travel may constitute up to 10% of the time, with additional travel within the metropolitan Washington DC area.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of
progressively responsible experience
which prepared you to do the work in this job.

Specialized experience is defined as experience which includes managing Signal Intelligence operations, Cryptologic Support to Cyber, and Electronic Warfare techniques and technology.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
Note: Creditable experience may include military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
