Responsibilities

This position is located within the Security and Emergency Management Staff (SEMS), Executive Office for United States Attorneys (EOUSA). Provides expert advisory and program guidance on component-wide personnel security programs in one or more of the following specialty areas (i.e. pre-employment waivers, initial background investigations (BI), re-investigations, and the BI adjudication program)

If selected for this position, you will join a well-respected team that is responsible for bureau-level expert technical and management advisory support services with respect to the full-spectrum of personnel security issues. Typical work assignments will include:
  • Develop, implement, and assess component-wide personnel security programs and program changes.
  • Serve as EOUSA/USAO spokesperson on matters pertaining to personnel security programs and operations.
  • Provide expert and authoritative guidance to senior human resources specialists, human resources officers, and management officials at all levels of the bureau.
  • Provide personnel security guidance and assistance to managerial and administrative personnel in 94 USAOs throughout the United States and territories, and the Executive Office for U.S. Attorneys (EOUSA).
  • Review and evaluate the content of detailed background investigations, identifying derogatory elements of information in accordance with current standards, and formulates administrative or adjudicative actions.
  • Evaluate controversial information to determine the suitability or national security risk that each applicant may pose to the efficiency of government service, the national security of the nation, and the mission of the Department.

Qualifications

To be qualified for this position, you must meet the following Minimum Qualifications:

GS-13: To be eligible at the GS-13 level, you must have one full year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience is defined as experience adjudicating timely Personnel Security eligibility and suitability determinations for agency employees; serving as a subject matter expert regarding Personnel Security and Suitability for Service; developing plans and procedures for personnel security operations and implementing national level guidance; providing guidance, responding to and recommending solutions to complex problems regarding Personnel Security and Suitability for Service.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
