Responsibilities

The Director of the Chemical Control Division (CCD) is a leadership position in the Office of Pollution Prevention and Toxics (OPPT), Office of Chemical Safety and Pollution Prevention. OPPT is responsible for the implementation of several important environmental statutes with broad cross-media impacts, including the Toxic Substances Control Act (TSCA) as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, the Pollution Prevention Act of 1990, the Residential Lead-Based Paint Hazard Reduction Act of 1992, the Formaldehyde Standards for Composite Wood Products Act of 2010, and other statutes.

The Director has leadership responsibility across the full range of programmatic and mission support activities with the primary responsibility to ensure a high performing organization capable of meeting the required deadlines in a sustainable fashion over time with high quality deliverables. The incumbent will also ensure that consistent approaches are implemented in meeting programmatic requirements while achieving the necessary consistency in decision-making.

The Director provides leadership and direction for all Division activities involving:

  • Developing and implementing appropriate regulatory and non-regulatory control measures for new and existing chemicals under the authorities of TSCA.
  • Developing generic and chemical-specific orders pursuant to TSCA Sections 5(a), 5(f), and 6(b) for new chemicals and TSCA Sections 4, 5(a), 6, 7, 8, 9, and 13 for existing chemicals.
  • Managing any necessary post promulgation review activities and managing exemption applications.
  • Overseeing certain phases of the existing chemicals program, including developing project work plans, schedules, outputs, and budgets.
  • Coordinating chemical management activities with other OPPT divisions.
  • Overseeing and managing the new and existing chemical regulatory management and decision-making processes under Section 5 of TSCA.
  • Identifying options and making recommendations regarding appropriate regulatory controls.
  • Overseeing and managing the chemical testing program under TSCA Section 4.
  • Developing action (rules, consent orders, or voluntary agreements) on high priority chemicals from the Master Testing List and responses to the TSCA Interagency Testing Committee.
  • Reviewing all budgets, operating costs, and expenses in the incumbent's operational areas to meet the requirements of the Division.
  • Exercising supervisory personnel management responsibilities over Division members.

If you are selected, you must complete a 1-year SES probationary period, if not previously completed.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TQ 1 - Demonstrated experience in managing and directing a diverse organization consisting of technical and policy staff in various disciplines, as well as staff in other occupations, to support regulatory programs.

TQ 2 - Demonstrated experience communicating complex and politically sensitive environmental policy issues to higher management and externally.
