Summary

About the Position: Serves as Budget Analyst with responsibility for accounting, budgeting, and financial management in the Civilian Training and Leader Development Division (CTLD), Office of the Deputy Chief of Staff (ODCS), G-3/5/7. Performs a variety of administrative, technical and analytical duties pertaining to budgetary and financial functions and other duties associated with the planning, programming, budgeting and execution (PPBE) process to include processing contracting requirements.

Responsibilities

  • Reviews and approves training and travel documents for the Army-wide Competitive Professional Development Program which is comprised of 31 Army Career Programs.
  • Analyzes budget and accounting data, checks propriety status of obligations and expenditures; provides guidance concerning budgetary regulations.
  • Incumbent is responsible for reviewing and approving an estimated $9 million dollars in training requests annually.
  • Reviews and tracks DTS/RASS/GoArmyEd requests required by Army Civilians attending centrally funded ACTEDS functional, leader and competitive development training.
  • Conducts special budget analysis projects/studies involving complex program budget, and financial data to determine projected expenditure of funds.
  • Analyzes proposed budget reductions, preparing justification for continuation of funding or alternative proposals.

Qualifications

THIS IS A DIRECT HIRE SOLICITATION - This position is being advertised through the Direct Hire Authority (DHA).

There will be a Job Fair/Hiring Event on July 23, 2019 at the Double Tree Hotel, 300 Army Navy Drive, Arlington, VA 22202.

This position is a TERM position. It is time-limited and may be extended up to a maximum of six years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes experience using web-based automated financial management systems; monitoring and tracking funds, obligations and expenditures; and using MS Excel to show/track financial data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
