Responsibilities

This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level, the major duties are:
  • This position is located in the Headquarters (HQ), Defense Commissary Agency (DeCA), Sales Marketing, and Policy Group, Sales Directorate, Category Management Division.
  • Serve as an experienced business analyst and is responsible for providing the integration of syndicated scanning data and/or demographic information into graphical presentations and/or category management business reviews for the assigned categories.
  • Develop a thorough understanding of the shopper, market, and category in order to advise on price indexing, distribution and shelving opportunities delivering total category growth.
  • Assist Category team members by providing Category Management tools, methods, and analytics to support fact-based pricing strategies.

Occasional travel - Travel by military and commercial transportation including air or land may be necessary in the performance of the officially assigned duties.

Qualifications

In accordance with the General Schedule Qualification Standards for Administrative and Management Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN , to qualify for this position (by the closing date of this announcement) you must possess one of the following:

To qualify at the GS-09 grade level:

(a) One year of specialized experience equivalent to GS-07 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Creditable specialized experience include:
  • Perform analyses of data and processes and performs data gathering and identification of potential business data for use in Category Management reports.
  • Produce performance reports at cascading organizational levels, displaying a variety of interrelated performance statistics for use in isolating operational results that significantly deviate from the norm in either a positive or negative direction.
  • Manage the evolution of multiple syndicated databases to ensure data quality and delivery.

OR

(b) A Master's or equivalent graduate degree or two years of progressively higher-level graduate education leading to such a degree. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education ( https://ope.ed.gov/accreditation/ ) and in an appropriate field of study as described elsewhere in this announcement.

OR

(c) A combination of experience and education equaling 100% of the qualifications.

To qualify at the GS-11 grade level:

(a) One year of specialized experience equivalent to GS-09 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Creditable specialized experience include:
  • Produce varied analyses in support of a Category Management Program.
  • Provide analysis for input into sales presentations for such key initiatives like new product introductions, and distribution opportunities.
  • Update sales reports, provide to team members and improve variety of reports ongoing with guidance of manager to ensure optimum analysis.

OR

(b) A Ph.D. or equivalent doctoral degree or three years of progressively higher-level graduate education leading to such a degree. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education ( https://ope.ed.gov/accreditation/ ) and in an appropriate field of study as described elsewhere in this announcement.

OR

(c) A combination of experience and education equaling 100% of the qualifications.

To qualify at the GS-12 grade level:

One year of specialized experience equivalent to GS-11 grade level that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Creditable specialized experience include:
  • Analyze and manipulate data to help team identify and establish goals.
  • Understand customer initiatives and support category management initiatives.
  • Analyze and report on data to include: sales statistics at the item, category, and departmental levels, shopper demographic characteristics, customer base composition, store operational profiles, and consumer shopping dynamics.


Education cannot be substituted for specialized experience at the GS-12 grade level.

Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting the qualifications outlined above, you must also meet the following by the closing date of this announcement:

(a) Time after competitive appointment requirement: You must have completed three months of civilian service after a competitive appointment.
(b) Time in grade eligibility requirement: You must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-07 grade level (or equivalent) to qualify for the GS-09 , at the GS-09 grade level (or equivalent) to qualify for the GS-11 or at the GS-11 grade level (or equivalent) to qualify for the GS-12 .
