GENERAL POSITION DESCRIPTION. The Chief Medical Officer (CMO) is a practicing physician who is responsible for medical and clinical staff oversight, quality improvement, partnership development, and advocacy in achieving the mission of the organization. The CMO is an executive leadership position that has a working knowledge of Joint Commission accreditation standards, community oriented primary health care delivery, post graduate medical education requirements, healthcare finance, principles of performance improvement, CMS and state regulatory requirements, and health care disparities. ESSENTIAL JOB DUTIES Leadership . Works with the CEO, executive leadership council and Board of Directors to develop and establish a clear vision for the health services provided by the Family Health Centers of Baltimore.. Serves as medical liaison to Hospital or other clinical affiliations.. Provides oversight of affiliation teaching agreement. . Convenes a quarterly meeting of medical leadership to assess clinical performance and productivity. . Participates actively in FHCB finance committee to assess the financial performance of the Health Services contract. . Directs Joint Commission accreditation activities, clinical performance improvement and provider credentialing. . Directs implementation of the chronic care model across the organization. Assures the establishment of collaborative at each practice site.. Updates the CEO and Board of Directors on status of clinical programs and community health initiatives on a monthly and quarterly basis. . Develops and implements a provider recruitment and retention plan.. Recommends staffing model and specialty mix at practice sites.. Anticipates changes in staffing, patient needs and facility needs. . Develops and administers clinical orientation programs that service as the introduction to FHCB mission, organizational culture and quality improvement principles. . Sets performance expectations for medical directors and conducts formal performance reviews of medical directors at their practice site on a pre-determined schedule. Consults when necessary with appropriate medical leader if medical director being supervised are of a different specialty that the CMO. . In collaboration with the Medical Directors and practice managers, reviews practice site budgets. Implements cost savings measures and strategies; ensures that clinicians are practicing cost-effective high quality medicine. . Coaches medical directors and clinicians on practice issues, including utilization, referral and prescribing patterns, productivity levels, chart documentation and patient panel management.. Convenes formal and informal consults with outside specialty care groups. Clinical Services . Serves as a practicing physician at a FHCB practice site, in keeping with the standards of his specialty. Provides direct patient care at the center(s) for which he has clinical responsibilities.. Participates in peer review activities on a monthly basis. . Complies with current medical coding and charting requirements. . Participates in on-call responsibilities.. Periodically attends monthly practice site quality improvement team meetings.. Participates in continuing medical education in keeping with the requirements of his specialty. Submits proof of CME credits to FHCB credentialing office. Performance Improvement. Establishes and maintains a comprehensive Quality Improvement Program for the Family Health Centers of Baltimore. . Develops and implements a Quality Management Plan, including:. Chairs the Quality Improvement Council. Provides leadership to obtain and maintain Joint Commission accreditation.. Reviews and monitors risk management plan, quality improvement plan, health care disparities initiative; oversees provider credentialing, and recommend all appropriate clinical staff to the CEO for Board approval. Clinical Education and Research Recommends research activities to the clinical staff, CEO and Board. Oversees clinical research activities at the FHCB. Recommends FHCB policies and procedures revisions to improve programs. Provides leadership and oversight of the FHCB's clinical education activities Oversees the conduct of clinical research activities at the FHCB Services, Partnerships, and Training Linkages Development . Develops and maintains strategic clinical professional relationships on behalf of FHCB. Participates in the development and execution of contracts and agreements with managed care organizations, insurance companies, other health care providers and third party payors . Reviews and comments on appropriate sections of contracts and agreements. . Provides advice to the CEO and the Board of Directors on the benefits and risks of specified relationships, contracts, or agreements. General Administration . Assumes overall responsibility for the health care plan. Prepares and participates in federal and other funding or regulatory agency reviews.. Meets regularly with medical leadership. Communicates administrative and personnel policies and procedures to supervised staff.. Seeks feedback and comment from staff and communicates these to management. . Participates in the development of information and data systems. . Understands and utilizes routine and special financial and statistical reports.I. Knowledge and Skills Required Understanding of Health Care Systems, Performance Improvement, Joint Commission, Managed Care and Health Care Financing, Customer Satisfaction, Clinical Leadership,Quality Management Tools and Techniques of Working with People and Teams II. Minimum Requirements A. MD with current board certification in pediatrics, internal medicine, family practice, OB/GYN, or preventive medicine. At least 5 years of experience in medical administration. B. Analytical and problem solving skills and working knowledge of office automation computer applications and practice management systems C. Strong oral and written communication skills necessary to communicate effectively with peers, staff and outside contacts.
