Civil Engineer IV
The PositionCharles County is seeking a well-rounded civil engineering professional who has experience leading an engineering team, has a strong project management background, and is knowledgeable in the areas of water and sewer, stormwater, or roadway projects. This position is focused on water and sewer engineering and is responsible for the County's Comprehensive Water and Sewer Plan, as well as managing the design projects for roadways, storm drains, stormwater systems, and floodplain areas. The Ideal CandidateThe Engineer IV for Charles County is a professional civil engineer who is a strong manager, excels at managing projects, and has multi-disciplined experience in water, sewer, stormwater, and roadway projects. This candidate also has a comprehensive understanding of the principles and practices of civil engineering, planning, budgeting, purchasing, capital projects, and policy development. The ideal candidate will have strong project and time management skills and a demonstrated aptitude for managing multiple projects and deadlines. The successful candidate will have experience initiating projects and scheduling staff, as well as developing, reviewing, and evaluating studies and reports. The Engineer IV will be an experienced manager who will lead a team of accomplished professionals and be fully invested in their continued success. He or she will provide staff with support, direction, and feedback, as well as challenge them to think creatively. The successful candidate will lead by example and serve as a mentor to develop staff professionally. The ideal candidate will be a team player, collaborative in nature, and demonstrate the ability to build strong working relationships both within the department, throughout the organization, and within the community. The Engineer IV can effectively communicate complex ideas to elected bodies, residents, and other community stakeholders and is resilient in the face of controversy. The successful candidate will have experience writing requests for proposals, awarding bids/contracts, and managing contracts. This individual will be an effective decision-maker who can work independently and make sound decisions and judgment calls. The Engineer IV will have the ability to formulate findings and recommendations on projects and take the appropriate action. Experience and EducationMinimum qualifications are any combination of education, training, and experience equivalent to a bachelor's degree in civil engineering and five years of progressively responsible engineering experience. Other requirements include a valid driver's license and a State of Maryland registration as a Professional Engineer (PE) or the ability to obtain such registration within a reasonable timeframe. Preferred qualifications include experience in a municipal government setting and supervisory experience. A master's degree in a related field and demonstrated experience in water and sewer planning, stormwater management, and capital improvement planning are also preferred. The Community Charles County, Maryland, located on the Southern Maryland Peninsula between the Patuxent and the Potomac Rivers, adjoins Prince George's County on the north and west and St. Mary's County on the east. It comprises approximately 500 square miles, of which 460 are land, and 40 are water with 305 miles of shoreline. Compensation The salary range is $71,654 - $115,078, depending on qualifications, with an excellent benefits package.
