As a Rail Project Quality Assurance and Quality Control (QA and QC) Specialist, you will implement the Quality Program Plan for the design and construction of the Dulles Corridor Metrorail Project.

Rail Project Quality Assurance and Quality Control (QA and QC) Specialist

This is a non-career, term position.

Serves in the Office of Engineering, at the Dulles Corridor Metrorail Project (Rail Project), located in Herndon, VA.

Supports the development of the Airports Authority's Quality Program Plan, performs periodic audits of the design-build contractor's QC activities, and directs on-site inspections assessing adherence to standards. Performs related functions.

GENERAL RESPONSIBILITIES

Implements, monitors, and controls QA activities for the design and construction of the Rail Project to meet all regulatory requirements.

Reviews the Quality Program Plan for necessary updates and implements changes accordingly.

Specifies Rail Project procedures and instructions to successfully assure and control quality, prevent defects, and resolve problems with nonconforming materials and processes.

Interprets policies and standards in accordance with regulations and guidelines and provides recommendations for modifications.

Reviews the design-build contractor's quality plans to ensure consistency with the requirements of the Federal Transit Administration (FTA), Washington Metropolitan Area Transit Authority (WMATA), and generally-accepted professional QA standards.

Evaluates the design-build contractor's quality-related performance on a periodic basis by conducting quality audits of the design construction materials and construction processes and QC inspections and testing activities.

Reviews quality inspection reports and observes Rail Project operations to verify adherence to quality plans and procedures, identify defects, ensure corrections are made, assess effectiveness of quality controls, and serve as a basis for adjusting surveillance or control over operations.

Makes periodic and special site visits during all phases of design and construction to assess adherence to QA procedures.

Coordinates with QA/inspection personnel of the design-build contractor, WMATA, and other parties.

Serves as a key Airports Authority technical liaison to the General Counsel on QC requirements; provides advice and recommendations on technical issues, and assists in developing overall case strategies.

Performs other duties as assigned.

QUALIFICATIONS

Seven years of progressively responsible experience in QA management on large design-build projects.

Comprehensive knowledge of the principles and practices of QA and QC and ability to apply it to develop effective QA/QC plans, standards, and processes

Knowledge of design-build program management, contractor design and construction engineering, workload planning, materials, and ability to develop standards for, monitoring and reporting on QA for these activities

Knowledge of design-build processes for rail lines and facilities including rail construction standards and practices and ability to apply it to ensure adherence to quality standards on rail design products and construction activities.

Knowledge of and skill in applying quality assurance techniques and processes to conduct quality inspections, tests, and measurements on construction/materials.

Knowledge of key regulatory agencies and their requirements and ability to certify work for the sponsor (grantee).

Knowledge of building and rail transit safety codes.

Ability to provide advice on the full range of QC/QA issues related to the design and construction of a rail project.

Ability to perform detailed analysis of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office software, with emphasis on engineering and project management software/systems.

PREFERRED QUALIFICATIONS

Licensure as a Professional Engineer or Architect in the Commonwealth of Virginia.

Substantial experience in creating and overseeing QA controls for large-scale public sector construction projects costing over $500 million.

EDUCATION

A Bachelor's Degree in Civil Engineering, Architecture, Construction Management, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Is subject to some night and weekend work depending on project and operational schedules.

May be exposed to some adverse weather conditions and dust, grease, dirt, and loud noise when visiting work sites. Wears personal protective equipment, as needed, at work sites.

A background security investigation will be required for all new hires.
