Summary

This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Job Corps. OJC's mission is to assist eligible youth to connect to the labor force by providing comprehensive and integrated academic, career technical workforce preparation and independent living skills.

Responsibilities

Major Duties:

Provides oversight, assigns work products and provides consultation and technical assistance to the Job Corps community on the entire range of systems, processes, and components inherent to the Workforce Innovation and Opportunity Act (WIOA)

Serves as Contracting Officer Representative (COR) to assist in the technical monitoring or administration of contracts.

Responsible for changes and updates to the policies which affect Job Corps.

Provides guidance and serves as primary trainer to federal staff for personnel and program analysis topics.

Leads and coordinates activities in support of DOL's Performance Management system.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level.

SPECIALIZED EXPERIENCE FOR GS-0343-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11).

Specialized Experience for GS-12 includes:

Experience applying analytical and evaluative methods and techniques of Federal workforce data collection and analysis inclusive of planning, implementing, and evaluating the execution of OJC and WIOA program requirements, including its internal human resources needs.

SPECIALIZED EXPERIENCE FOR GS-0343-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12).

Specialized Experience for GS-13 includes:

Experience applying analytical and evaluative methods and techniques of Federal workforce data collection with quantitative analysis inclusive of OJC programs, including its internal human resources needs, OMB and WIOA regulations and program requirements. Develops and recommends policies and operational guidance related to Job Corps Programs

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

1. Program Knowledge - Identifies and prepares changes/updates to the Workforce Innovation and Opportunity Act (WIOA) which affect Job Corps.

2. Oral and written communication - Provides guidance and serves as primary trainer to federal staff for advancement of policies and requirements for Standard Operating Procedures; conducts face-to-face training for purposes of consistent implementation of policy.

3. Research, Database and Analytical - Leads and/or coordinates activities in support of DOL's Annual Operating Plan and completes controlled correspondences for the agency. Identifies opportunities to advance Job Corps systems toward standardization and enhanced use of technology, makes recommendations and implements improvements.

4. Leadership/Management - Leads agency efforts to meet program goals in Job Corps, arranges delivery and encourages use of innovative approaches; performs analyses and evaluations in an effort to optimize the usage of existing program resources. Provides guidance and direction to lower-graded Program Analysts and administrative services specialist in the Office of Job corps Services and Contracting Officer/Representative for Job Corps supports contracts
