Summary

The Recent Graduates Program affords developmental experiences intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.

Successful applicants are placed in a one-year Excepted Service appointment and receive training and professional development, complete an Individual Development Plan (IDP), and are assigned a mentor.

Responsibilities

This career developmental position will be filled at the GS-05 grade level. The full performance level of this position is GS-11. At the lower grade levels, the selectee will perform developmental assignments under close supervision than that required at the full performance level of GS-11. Assignments become progressively more difficult until the next performance level is reached.

As a GS-05, Financial Management Specialist, the incumbent will:
  • Gather, summarize, and provide quantitative and qualitative information from Departmental systems, public information sources, and other sources to support financial management operations, reporting, policy, internal controls, and internal review activities.
  • Assist in reviewing, processing, or recording financial transactions using Department of Energy financial systems.
  • Assist in preparing written reports, presentations, and other work products and assists in conducting analyses of data to support conclusions or recommendations for action.
  • Work with senior financial management staff to meet operations and reporting requirements in accordance with established milestones.

    Qualifications

    A qualified candidate's online application and resume must demonstrate at least 3 years of general experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:

Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions

  • Basic knowledge of financial management and business principles, concepts, and practices.
  • Basic knowledge of desktop computer applications, including the preparation and editing of documents and the ability to use, manipulate and summarize data using spreadsheets.
  • Basic knowledge and understanding of the laws, rules, regulations, policies, and procedures applicable to financial management and operations.
  • Ability to review and analyze documents, files and reports and to assist in developing presentations and reports that accurately present the data that has been collected.

    Education may be substituted for general experience for this position. Must have successfully completed of a 4-year course of study leading to a bachelor's degree.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    The Department of Energy uses an application tracking system to evaluate the responses you provide in the applicant assessment questionnaire to place you into an initial quality category via OPM's Category Rating procedures. Then, the HR Office and/or Subject Matter Expert (SME) will conduct a quality review of your application and supporting documentation to ensure you have been placed into the appropriate quality category.
