Summary

This position is located at the Architect of the Capitol (AOC), Superintendent Library Buildings and Grounds, Maintenance Branch, Plumbing Section. The selectee will serve as a Pipefitter Supervisor with emphasis on troubleshooting, repairing and installing pipefitting system components in assigned Capitol Complex work sites that include extensive grounds and arboretum, monumental historic buildings with a complex infrastructure.

Major Duties:

Supervisory Responsibilities
  • Performs a full range of administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit's budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors.
  • Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements.   • Is responsible for utilizing a thorough knowledge of and compliance with applicable OSHA and The Congressional Office of Workplace Rights safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.
  • Plans use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedules, methods and policies set by higher-level management. As required, coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Determines how many assignments can be done concurrently, which ones can be delayed and the number and types of employees needed, considering skills, personnel, material and equipment available and required. Redirects individual workers and resources to accomplish unanticipated work and/or equipment failure.
  • Assigns work to employees through subordinate Assistant Pipefitter Supervisor and/or Leader and provides technical direction and assistance in accomplishing the work. Observes work in progress, investigates work related problems (e.g., excessive costs, low productivity, workload imbalance and acquisition or development of specialized tools, etc.) and determines causes. Implements corrective actions to resolve work problems. Recommends acquisition of specialized equipment and tools. Resolves staffing and work operations problems. Establishes or revises standard operating procedures for the work operation.
  • Directs high quality installation and repairs by locating and tapping main lines, setting up system routes, placing and cutting route openings, placing hangers for proper level and slope and determining and installing valves, traps and unions needed for proper operation of the system. Ensures proper routing and placement of systems leading to equipment and seating, hooking up and testing the equipment.
  • Inspects and troubleshoots piping system equipment and fixtures. Using specifications and plumbing codes, fixes and replaces pipes, fittings and water and storm drainage systems. Replaces commodes, lavatories, showers, water heaters, hot water tanks, water pumps and sprinkler systems and/or landscape irrigation.

Plumbing and Pipefitting Maintenance and Repair
  • Utilizes BAS electronic technology to install, monitor, diagnose, repair and maintain multifaceted, diverse vendor products as required to sustain the operations of the U.S. Congress and preserve heritage assets in a protective interior climate, including moisture-controlled preservation requirements related to piping systems.
  • Uses accepted trade methods and a variety of manual welding processes to weld all types of commonly used metals in various shapes, sizes and thicknesses. Uses a wide range of metal welding processes to make more difficult welds meeting close tolerance, strength and other requirements.
  • Restores pipe, steam traps and relief and control valves. Uses unions, flanges and sweating to attach pipes. Attaches pipe sections by screwing, bolting, brazing, welding, gluing, fusing and soldering.
  • Positions system routes, fixes regulating devices and arranges hangers for proper angle. Fixes risers, expansion joints, pumps, gauges and pressure and assures proper operation. Uses blueprints, layout sketches and specifications for correct sizing.
  • Replaces steam heating, steam-generating or radiator systems and fixes high-pressure piping systems and equipment. Fixes, adjusts and replaces sewage or water systems, showers and fire sprinkler systems. Refurbishes current plumbing systems.
