Responsibilities

  • Exercise professional, independent judgment on a full range of legal matters associated with assigned major defense acquisition programs and general procurement with emphasis on information technology, cyber and defense business systems.
  • Participate in HQDA-level review of programmatic and contract documents in support of acquisition programs to ensure compliance with statutory and regulatory requirements and policy guidance.
  • Review for statutory, regulatory compliance actions requiring HQDA or OSD-level approval in the areas of information technology, information management, cyber security, defense business systems, acquisition, procurement, and associated policies.
  • Oversee contract related litigation of special interest to Army Secretariat Leadership, pending before the Comptroller General, US Court of Federal Claims, Armed Services Board of Contract Appeals, or US Court of Appeals for Federal Circuit.
  • Perform necessary research, and prepare legal opinions, usually final, that address pertinent legal and policy authorities and advise upon a recommended course of action to resolve such issues.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain TOP Secret Security Clearance.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills, and abilities (KSAs) associated with the position:
(1) Ability to serve as expert legal adviser within the areas of solicitations and contracts in support of acquisition programs.
(2) Skill in overseeing procurement fraud matters of special interest to the Army Secretariat.
(3) Knowledge of statutory and regulatory compliance in the areas of acquisition.
(4) Skill in scheduling hearings and necessary witnesses for assigned case load.
(5) Ability to provide expert legal advice relating to programs managed within work structure parameters.

Notice of Veteran's Preference: There is no formal rating system for applying veteran's preference to Attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for Attorney hiring. Time in Grade Requirement: If currently employed as an attorney by the Federal Government, you must have completed 1 year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
The following minimum qualification requirements must be met before applicants are eligible for further consideration:

- Education: Applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
- Bar membership: Applicant must currently be an active member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
- Experience: Applicant must have five (5) or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-accredited law school in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
