Summary

This position is located in the Treasury Inspector General for Tax Administration (TIGTA); Office of Information Technology (OIT)/Chief Information Officer (CIO). The incumbent serves as the CIO to the Inspector General (IG), with supervisory control over the OIT. OIT is responsible for all strategic and tactical planning, policy, budgeting, procurement, and administration for TIGTA IT programs.

Responsibilities

As the Chief Information Officer, you will:
  • Develop and maintain effective working relationships with executives and officials within TIGTA by frequent and recurring personal contacts intended to promote continuous communication to obtain, exchange, negotiate, and determine necessary actions concerning nationwide TIGTA IT activities.
  • Manage all aspects of information technology strategic planning ensuring that OIT strategic goals align with and inform TIGTA strategic objectives and where possible exploits emerging technologies.
  • Direct the development, dissemination, and maintenance of policies, plans, procedures, guidelines, and standards relating to TIGTA IT functions.
  • Plan and organize the work through multiple layers of subordinate supervisors.
  • Direct OIT budget management including formulation, execution, and other administrative operations.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Per the Internal Revenue Service Restructuring and Reform Act of 1998 Section 1103(b)(7)(j) requires the IG, Deputy IG for Auditing, Deputy IG for Investigations, or any other Deputies not to have been employees of IRS during the 2-year period preceding their date of appointment, or during the 5-year period following the date the person's employment ended with TIGTA.

You must meet the following requirements by the closing date of this announcement.

MANDATORY EXECUTIVE CORE QUALIFICATIONS

All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. Additional information on ECQs is available at http://www.opm.gov/policy-data-oversight/senior-executive-service/executive-core-qualifications/ .

Structure your ECQ statements in terms of actions you have taken, the context or environment in which the action was taken, and the outcome or results of those actions (Challenge - Context - Action - Result (CCAR) model). Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board (QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification.

If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification.

You will be evaluated on the following ECQs:
  • ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • ECQ 2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically.
  • ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Competencies:

A response is required for each of the following TPCs:
  • TPC1: Executive level experience leading and directing a multi-disciplinary team in developing and recommending technology solutions for a wide range of issues, and directing the team in conducting studies concerning IT programs supporting an enterprise vision.
  • TPC2: Executive level experience working through a project life cycle tracked and used by senior leadership to make informed decisions supporting organization strategic goals. Please include your experience providing expert technical and business leadership of a multi-million dollar IT capital budget; and experience ensuring project prioritization protocol is collaboratively developed and implemented to rank order IT Department Infrastructure and Business Line IT projects including thoroughly planned, cost-justified, approved, and executed projects.
  • TPC3: Executive level experience leading and overseeing the design, implementation, and continuing operations of modern, reliable, and secure end-to-end IT security services. Such services include data center operations, network communications, and data base/applications/web servers in an environment encompassing a wide range of data, data sources, and information that spans a wide spectrum of security access and storage concerns specific to the law enforcement environment.
  • TPC4: Executive level experience strategically managing human, financial, and information resources that includes bringing about strategic change within and outside the organization to meet organizational goals.
  • TPC5: Executive level experience resolving business requirements when presented with technology limitations/capabilities.

In addition to meeting qualifications, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

Additional information

  • OPM approval will be required for any applicant who does not have SES career status.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
  • A one year SES probationary period may be required.
  • Must successfully complete a background investigation.
  • Top Secret/Sensitive Compartmented Information - Background Investigation will be required.
  • You will be required to regularly report to Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

  • File a Public Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
