Responsibilities

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) Financial Management Directorate is seeking self-motivated , team-oriented budget analysts capable of operating with broad, goal-oriented guidance in a fast paced, sometimes stressful, environment. Budget analysts perform a variety of services covering full-spectrum PPBE responsibilities. At the Pay Band 5 level, budget analysts perform, advise on, or supervise work in any phase of the PPBE process. They formulate, analyze, present, defend, communicate, and execute NGA's financial program. They provide financial analysis, guidance, and advice to stakeholders. They review and make recommendations concerning budget requests and justifications and they analyze and consolidate budget estimates into budget documents for submission to senior leaders. They also leverage their knowledge and skills in applying budget-related laws, regulations, policies, precedents, methods, and techniques, and ensure that program budget data is accurately maintained utilizing Agency financial tools. Budget analysts are responsible for formulation, analysis, presentation, and defense of NGA's program budget submission as well as the execution of NGA's annual appropriated funds in accordance with oversight guidance and Agency priorities. Budget analysts utilize NGA's financial databases to analyze resource information and use data analysis and visualization tools to extract and convey pertinent budget data within the appropriate context to support consequent decision making. Budget analysts utilize sound data management techniques to automate financial data and reduce administrative errors. Incumbents will be required to obtain a Level 3 DoD Financial Management Certification within two years of taking the position.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1. Documented experience managing and monitoring all aspects of the planning, programming, budget, and execution (PPBE) process on behalf of a component to ensure compliance with laws, regulations, and policies, and efficient use of resources to meet organizational goals and objectives. 2. Documented experience leading/managing a working group or a team to develop financial strategies that solve budget issues. 3. Documented experience validating budgets for external review and preparing principal witnesses for budget hearings. 4. Documented experience formulating solutions based on recommendations received to improve mission effectiveness. 5. Documented experience supervising and directing other subordinate managers and/or supervisors, and/or direction of units, functions, or projects (which may be staffed by civilian or military personnel. 6. Documented experience being responsible for justifying, directing, and allocating resources (people, budget, material) across the organization through one or more levels of supervision and for setting organizational goals, objectives, and priorities.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Understanding of basic relational database structures, financial databases and systems, and visualization tools and software to extract and convey pertinent budget data. 2. Bachelor's or Master's Degree in a field such as business administration, accounting, finance, economics, mathematics, statistics, business information systems/management information systems, or public administration. 3. Experience in IC or DoD PPBE processes and related functions.
