Responsibilities

This position is located in the Office of Human Resources, Workforce Relations Division. Serves as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Workforce Relations Division.

The individual selected for this position will:
  • Serve as an expert on complex employee and labor relations issues.
  • Research, interpret, analyze and apply Federal statutes, OPM and USPTO guides, policies, regulations, etc.
  • Establish policies and procedures for accomplishment of the Workforce Relations Division's missions, functions, processes, and procedures.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirement of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates.
  • Give advice, counsel, or instruction to employees on both work and administrative matters.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirement of assignments, and the capabilities of employees.

To include the duties above, the desirable candidate will also have working knowledge of performance management and conduct issues.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes:

Experience interpreting and explaining workforce relations laws and regulations, guidance and agency-wide policies;

Experience leading a team of employees within a workforce relations business unit;

Experience serving as a technical expert on performance and conduct-based actions and related workforce relations program practices; and or

Experience implementing methods and procedures to improve organizational performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
