Responsibilities

As a Senior Human Capital Specialist (Recruitment&Placement/Class), the selectee will be responsible for providing substantive advisory and technical support services to the GPO managers and employees in the areas of recruitment, staffing and placement, and compensation. The work performed supports a national Human Capital (HC) program and provides central office support for Human Capital. Your typical work assignments may include the following:
  • Participates as a consultant in designing and planning a future workforce that is responsive to changes in business practices brought on by skills imbalances, technological advances and labor market competition.
  • Researches the qualifications and skills needed and conducts job analysis to distinguish truly well qualified applicants. Explains regulations, procedures, and determination to inquiring employees, candidates, and supervisors.
  • Prepares or completes necessary documents and case files on personnel actions. Orients new, high level employees on civil service and agency personnel policies, rules, regulations, rights, benefits, services, and related matters.
  • Provides operational and advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems and development of solutions considering the total personnel management viewpoint.
  • Advises management on recruitment strategies, sources and special programs. Assists management in the development of crediting plans to determine knowledge, skills, and abilities, and other characteristics necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions.
  • Writes, classifies, and grades blue and white collar position descriptions in accordance with Office of Personnel (OPM) standards.
  • Provides position management and classification advisory services to supervisors, managers and employees of assigned organizations. Advises employees and managers on the position classification process.
  • Assists management with planning reorganizations and provides recommendations for improvement in position and organization structure considering the full range of life cycle requirements.
  • Provides technical advice and guidance to business units and HR staff on compensation flexibilities, regulations, and calculations.
  • Provides assistance on pay, premium pay and leave administration principles, concepts, and practices, including blue collar and multiple pay systems and authorities.
  • Performs other related duties as assigned.

TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify for the PG - 11/12.

You must have one year of specialized experience at the PG-09 (or equivalent) grade level or higher to qualify for the PG-11.
You must have one year of specialized experience at the PG-11 (or equivalent) grade level or higher to qualify for the PG-12.

CONDITIONS OF EMPLOYMENT :

To qualify for the Senior Human Capital Specialist (Recruitment&Placement/Class), PG -0201-11/12, you must meet the following requirements:

To minimally qualify for the PG-11 level , you must have specialized experience and/or a combination of experience education. Specialized experience is typically gained in the Human Resources Management field or through performance of work where the primary concern is researching, providing guidance, interpreting and applying a variety of human resources regulations to perform the operational functions of recruitment and staffing, classification, and compensation. Examples of qualifying specialized experience includes performing work that involved :

A. You must have one (1) year of specialized experience at the PG-09 (or equivalent) level or higher. Specialized experience is typically gained in the Human Resources Management field or through performance of work where the primary concern is researching, providing guidance, interpreting and applying a variety of human resources regulations to perform the operational functions of recruitment and staffing, classification, and compensation. Examples of qualifying specialized experience include performing work that involved :
  • developing Merit Promotion or Delegated Examining Vacancy Announcements and Referral Certificates in an automated HR system (i.e. USA Staffing or similar);
  • researching position qualifications and skills needed, and conducting job analysis to develop assessment categories of qualified applicants;
  • querying, retrieving, and analyzing information using an automated HR database in order to complete a wide variety of competitive and non-competitive personnel actions and appointments (i.e., EmpowHR, eOPF or similar);
  • setting pay in accordance with applicable pay-setting laws for a variety of employees in various pay systems; and
  • providing advisory and consultative services in Human Resources across the areas of recruitment, staffing and classification. . OR
B. You must have a Ph.D or equivalent doctoral degree; OR you must have completed three (3) full years of progressively higher level graduate education leading to a Ph.D degree, or equivalent doctoral degree in a field related to this position; OR LL.M if related. (Note: You must attach a copy of your transcript). OR

C. You must have some experience as listed in 'A' and education as listed in 'B, and the combination of experience and education that equals at least 100 percent of the total requirement.

2. To minimally qualify for the PG- 12 level , IN ADDITION TO the specialized experience and/or combination of education and experience required at the PG-09 level, you must have one (1) year of specialized experience at the PG-11 (or equivalent) grade level or higher. Specialized experience is typically gained in the Human Resources Management field or through performance of work where the primary concern is researching, providing guidance, interpreting and applying a variety of human resources regulations to perform the operational functions of recruitment and staffing, classification, and compensation. Examples of qualifying specialized experience include performing work that involved :
  • applying analytical and diagnostic techniques along with qualitative and quantitative management regarding problems and issues;
  • providing expert technical guidance in a variety of areas such as compensation determinations, position management, classification, recruitment and staffing, and/or workforce planning; and
  • advising management officials in the full scope of human resources functions to include program options and flexibilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a, Low Level, Moderate Risk Public Trust type clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
