Summary

This vacancy is for a Lead Personnel Security Specialist position in the Administrative and Customer Services Division (ACSD) located at the U.S. Census Bureau Headquarters in Suitland, Maryland.

This Job Opportunity Announcement may be used to fill other Lead Personnel Security Specialist, GG-0080-13, FPL 13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Salary will be determined based on location.

Responsibilities

  • Lead a team of personnel security specialists and security assistants.
  • Conduct reviews to ensure regulatory compliance for security and internal control practices.
  • Review and makes final suitability/adjudicative determinations for agency employees and contractors.
  • Ensure compliance with HSPD-12 security programs.
  • Provide briefings and/or written reports on personnel security related matters.

This positon is being advertised nationwide. Candidate(s) selected outside of the Suitland, MD commuting area may be eligible for 100% telework with expected occasional travel to the Suitland Federal Center in Maryland, or other locations. Candidate(s) selected within the Suitland, MD commuting area will be eligible for telework on an agreed schedule.

This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) September 26, 2020 by a current career or career-conditional Department of Commerce employee. At the conclusion of the temporary promotion, the employee will return to their position of record.

This position may be filled as a term appointment, initial appointment is not to exceed (NTE) September 26, 2020. This appointment may be extended 2 additional years at management's discretion.

A probationary period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position.

Qualifications

Specialized Experience: For the GG-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG-12 in the Federal service. Experience for this position includes: applying expert knowledge of principles, concepts, policies, practices, and methods associated with personnel security administration (e.g., suitability/fitness reviews and adjudicative guidelines, Federal personnel security regulations and investigative standards); utilizing expert knowledge of procedures and regulations for reviewing, evaluating, and making decisions based on multi-level investigations of employees, candidates, etc.; working knowledge of the Office of Personnel Management's (OPM) suitability factors guidelines and additional considerations.

Education at this grade level cannot be substituted for specialized experience.
