Responsibilities

This Program Management position is located in the Resource Management Office within the Chief of Staff, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Serving as the Application Business Owner for the agency's legal case management system, utilized by the Chief Counsel's office, and Security Operations, as well as additional agency business, information, and case tracking systems, all managed and maintained as per Direct Reports requirements.
  • Providing management and oversight of the Systems Delivery Life Cycle (SDLC) including the proper research and analysis, design, development, acquisition, testing, training, implementation, documentation, evaluation of information systems. Gathering and coordinating all technical and business requirements needed to establish and procure IT and Business applications.
  • Providing input and feedback, as needed, in support of information systems; deciding how users will be authenticated, how Web application and content databases will be configured, and how many server computers organization's SharePoint installation will require.
  • Managing SharePoint account administration, authorizes access (e.g. read-only, contributor, controlled groups, etc.); configuring and deploying SharePoint tools and technologies for the organization's server computers.
  • Manages Database, SharePoint, and Network Administration, provides IT POC, and
  • other IT related support for the Direct Reports.
  • Extracting, compiling, and analyzing information from multiple information systems and resources in order to develop crucial and meaningful Agency program data, information, and reports in a variety of formats for presentation to and utilization by senior management officials; assesses program effectiveness, trends, effects of policy changes, or evidence of TSA's activity in performing its mission.

Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14/15), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Managing work related to the operations and maintenance of federal information systems (to include SharePoint and case management applications or similar databases used in the federal sector);
  • Performing contract management activities such as requirement definition, contract negotiation and administration; AND
  • Preparing analytical reports on program/system effectiveness, trends, effects of policy changes, and etc. for senior leadership.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Your qualifications will be evaluated on the following competencies that are relevant to the duties of this position and must be fully supported by information in your resume:
  • Knowledge and ability to act as the recognized expert on case management applications and other information systems utilized in diverse federal office environments.
  • Ability to manage all work related to the design, development, implementation, operations and maintenance of all information systems utilized.
  • Knowledge of various types of contracts, including the knowledge and ability to coordinate and negotiate contracting for IT/Knowledge Management (KM) systems procurement within TSA. Comprehensive experience with contract negotiation and administration.
  • Knowledge of research methods, data analysis techniques and metrics tools for internal TSA systems, as well as external systems, in order to prepare, review and approve organizational reports or policies for internal and external distribution.
  • Ability to extract, compile, and analyze information and assess program effectiveness, trends, effects of policy changes, or evidence of TSA's activity in performing its mission.
  • Extensive skill in importing, analyzing, integrating, and exporting data from/to Microsoft Excel, SharePoint, and other business intelligence sources.
