Responsibilities

As a Procurement Analyst, you will be responsible for performing assignments and projects related to strategic planning, research, communications, performance measurement, and policy development for the General Services Acquisition Regulation (GSAR) and other acquisition related directives. You will be providing guidance and assistance to GSA service and regional staff regarding acquisition policy interpretation and implementation, and will be recognized as an authority in assigned program areas, with emphasis on business and acquisition policy matters.

The Office of Acquisition Policy is responsible for developing acquisition policy and an informed and engaged workforce to help agencies deliver high value acquisition mission solutions. The office is primarily responsible for overseeing GSA-wide acquisition matters, including: GSA acquisition policy development and maintenance, compliance with laws, regulations and policies, taking action against troubled contractors, when necessary, development and execution of strategies to strengthen the GSA Acquisition Workforce.

As a Procurement Analyst, you will perform the following duties:
  • Provide procurement policy support to GSA. Identifies acquisition process problems, trends, and emerging needs. Formulates and justifies new and innovative initiatives to address unique problems, meet newly emerging acquisition needs, and resolve critical procurement process problems with a high degree of independence.
  • Provide advice regarding GSA contracting activities. Reviews and recommends approval or disapproval of proposed actions with a high degree of independence based upon compliance with applicable laws and regulations, use of proper acquisition strategies, and application of sound business judgments.
  • Provide response to correspondence on complex and controversial acquisition issues. Reviews and comments on proposed legislation, Congressional testimony, draft external regulations, incoming questions, and data calls with a high degree of independence.
  • Serve as the project leader of working groups that have been assigned projects for development into amendments of the General Services Acquisition Regulation or other policy directives. Facilitates intra-agency activities and maintains liaison at high levels among groups to clarify views, coordinate acceptance of proposals and reconcile divergent opinions.

The GS-13 salary range starts at $99,192.00 per year. The GS-14 salary range starts $117,191.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

You must meet the requirements in 1, 2, or 3 below:
  • All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirements ; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
  • Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

  • Specialized experience for the GS-13 is one year of experience equivalent to the GS-12 in the Federal Service. Specialized experience for the GS-13 is contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement. Specialized experience for the GS-14 is one year of experience equivalent to the GS-13 in the Federal Service. Specialized experience for the GS-14 is experience in contracting or related positions and must have included: providing leadership and professional expertise in the interpretation and execution of contracting laws, regulations and policies; providing acquisition management oversight and professional guidance and assistance; and developing, recommending, and implementing changes to contracting policies and procedures.
  • All of the following: (a) Completion of Training listed in Level I & II of FAC-C Course Requirements ; or FAC-C Level II or III, or a DAWIA level II or III certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification.
