This position is located in the Department of Labor's (DOL) Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Administrative Services (OAS). provides leadership, policy guidance, technical advice, and overall administration and management for a variety of functions.

Responsibilities

At the GS-14, the incumbent performs the following duties:
  • Serves as the supervisor of personal property management services responsible for the day-to-day administration and operations of the personal property office and all personal property program policy and guidance for the Frances Perkins Building (FPB).
  • Performs analytical and evaluative policy work related to planning and development of BOC programs, as well as the personal property programs, rent processing, and budget phases for OAS.
  • Maintains, directs, controls and monitors personnel engaged in property management, logistical, acquisition, equipment reutilization, disposal and supply programs.
  • Carries out critical Logistical/Supply program planning, management and evaluations of responsibilities.
  • Oversees all aspects of the DOL Property Asset Management System (PAMS), analyzes and evaluates computerized operations and program elements to determine which refinement to incorporate into the computerized personal property inventory management system.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is defined as serving as a Contracting Officer's Representative (COR) to prepare statements of work and allocate resources throughout project lifecycles and managing a Personal Property Program for an organization such as developing Personal Property policies; managing total inventory, assets, property disposal, and personal property asset management systems; and managing Personal Property Program budgets.

Education

Education cannot be substituted for experience at this grade level.

Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

Contracting/Procurement: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
