Summary

The Department of Labor (DOL)'s Veterans' Employment and Training Service (VETS) provides veterans with the resources and services to succeed in the 21st Century workforce by maximizing their employment opportunities, protecting their employment rights, and meeting labor-market demands with qualified veterans. This position is located in the Office of the Agency Management and Budget (OAMB).

This position is inside the bargaining unit.

Responsibilities

Major duties for this position include, but are not limited to, the following:

Serve as the OAMB liaison to the Agency programs and DOL's Office of Procurement Services (OPS) to process procurement actions and provide technical assistance in the administration of contracts to assist VETS in carrying out its mission. Process procurement actions in DOL's acquisition management systems and tools, report on status of agency contract actions, and track and maintain agency purchase card spending reports.

Evaluates bids, proposals, and quotes using cost and price analysis as appropriate. Recommends alternatives courses of action based on periodic analysis and evaluation of VETS acquisitions and asset usage. Performs market research, develops the solicitation, conducts pre- and post-award conferences, responds to protests, negotiates contracts, performs contract administration and serves as technical expert and advisor.

Assists in the development of the annual internal control review plan as required. Determines the extent to which regional office operations and Agency-wide programs comply with Agency directives. Evaluates and measures project and program accomplishments.

Analyzes and reviews VETS reportable and non-reportable assets for utilization, costs, and compliance with approved budgets and plans. Determines need for additional funding or budgetary adjustments, providing regular reports to senior management, and contributes to management decisions and policies.

Writes presentations, Statements of Work, and Project Work-breakdown Structures developed from broad parameters provided by Agency and DOL management. Recommends alternatives based on periodic analysis and evaluation of asset usage.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized Experience is defined as reviewing and administering contracts to include preparing documents for contract modifications; managing equipment and supply inventories; and planning and conducting contract price/cost analysis of a variety of pre-award and/or post-award procurement actions.

Education cannot be substituted at this grade level.

The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.
