You will serve as an Information Technology Specialist (System Analysis) (RECENT GRADUATE)?for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Disaster Credit Management System - DCMS in Herndon, Virginia. This position performs IT activities related to functional analysis, testing, system configuration and/or communications.

Responsibilities

As an Information Technology Specialist (System Analysis) (RECENT GRADUATE) at the GS-2210-9, some of your typical work assignments may include:
  • Providing functional analysis assistance, testing, system configuration or communication activities for the DCMS Operations Center's programs and operations.
  • Gathering and Researching facts, analyzing data and preparing reports which compare alternative functional systems.
  • Documenting business requirements, system requirements, functional requirements, process/data flow diagrams, user stores, acceptance criteria, business rules, and/or screen mock-up.
  • Performing testing as a part of a test team.
  • Supporting point-and-click configuration to modify functionality.
  • Performing periodic audits to ensure programming minimizes custom code when possible.
  • Analyzing, developing and writing a variety of information designed to reach target audiences.
IMPORTANT NOTES:
  • This is a Recent Graduate position, which is an excepted service position with a full-time seasonal work schedule. Selected individuals are placed in a dynamic one year developmental program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a Term or Cadre position in the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work. This would be extremely unusual and has not occurred in numerous years.
  • As a participant in the Pathways Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the responsibilities of the position.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.

Occasional travel - On occasion, especially during times of substantial disaster activity, you may be required to work overtime and/or travel with little or no advance notice.

  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • Credit Score must be at least 500.
  • Pathways Participant Agreement: All Recent Graduates are required to sign the Pathways Program Participant Agreement which outlines program requirements and non-competitive conversion eligibility.
  • You may be required to complete a one-year probationary period upon conversion.

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-09: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

*Conducting technical analysis, writing or testing related to computer information systems; AND
*Preparing IT research papers, reports or presentations for diverse audiences.

Education

GS-09:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, two full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

RECENT GRADUATE PROGRAM ELIGIBILITY
To meet the Program requirements, you must have obtained a qualifying degree to include an Associates, Bachelor's, Master's, Professional, Doctorate, OR obtained a Vocational, Technical degree or certificate from a qualifying educational institution, within the previous two years. Preference eligible veterans who were precluded from applying due to their military service obligation, begin their two year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which the degree or certification was completed.
  • All education must be from accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
