Job Announcement

The Department of Procurement and Material Management is the central procurement office for Fairfax County Government. Reports to the department's Grants and Sponsored Programs division director and conducts financial and organizational reviews, monitoring, and analysis of Fairfax County contractors and federal subrecipients. Works with county agencies, private corporations, and private nonprofit organizations, to ensure that as providers of county-contracted services they comply with the financial terms of their county agreements, applicable federal, state and local regulations and abide by recommended accounting and financial management practices. Position responsibilities include: review and analysis of financial documents and cost proposals, business practices, accounting policies, and internal controls; conduct financial monitoring, including expenditure review of Consolidated Community Funding Pool contractors. Also participates in review of pre- and post-award activities associated with federal subawards, such as contractor/subrecipient determination, review use of federal funds and pass-through requirements, and development and oversight of federal monitoring plans. Manages and coordinates special projects at the direction of the Grants and Sponsored Programs division director. Develops, updates departmental protocols and procedures related to the contract monitoring program and organizational financial solvency of county contractors.

Note: The assigned functional areas of this position are procurement, grants, contracts and/or financial monitoring.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience with in the functional area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Current designation as a Certified Public Accountant. Experience in performing financial audits. Expert knowledge in Generally Accepted Accounting Principles. Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records; knowledge of FOCUS, the County's Enterprise Resource Planning system. Expert level experience with Microsoft Office Suite products. Excellent communication skills. Strong analytical skills. Ability to work with minimum direct supervision.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor and incumbent must be able to operate keyboard driven equipment. Ability to drive via county/ private vehicle and/or fly via commercial airline to perform monitoring site visits and attend meetings. Must communicate orally and in writing with others. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
