Works as an experienced leader and affordable housing professional to serve as Director of Rental Housing. Works to support the Fairfax County Redevelopment and Housing Authority (FCRHA) mission to preserve, expand and facilitate affordable housing opportunities in Fairfax County.

The FCRHA is a large Moving to Work (MTW) Public Housing Agency (PHA) and utilizes various federal and local subsidies including: Low-Income Housing Tax Credit (LIHTC), Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Specialized and Supportive Housing, Project Based Vouchers (PBV), Project Based Rental Assistance (PBRA) and other federal and local funding sources and programs. Some assets are highly complex, consisting of multiple programs and/or funding requirements.

Directs a team of approximately 70 staff to include management, professional, paraprofessional, and skilled trades positions specializing in asset management, property management and property maintenance. The division oversees the operation of over 4,000 units of affordable rental housing owned and operated by the FCRHA and Fairfax County. This an exciting opportunity to work on current and future initiatives, play a vital role in modernization of existing operations, and preserving and expanding affordable housing options in the Fairfax County community.

Specifically:
  • Oversees the administrative and technical functions of management, maintenance and modernization activities for units managed by HCD staff, and contract administration services for privately managed developments.
  • Performs strategic planning and goal setting, development and implementation of strategies to preserve and enhance the value and condition of all properties.
  • Directs, oversees and assesses the performance of property leasing and management, maintenance of properties, and capital improvements.
  • Establishes and maintains appropriate policies and procedures necessary to implement the FCRHA asset management programs and functions to effectively ensure that federal, local and FCRHA regulations and performance goals are met or exceeded.
  • Develops and maintains standards of performance for property operations, property conditions, safety and security, financial performance and evaluating accomplishments through the review of recurring and special reports.
  • Exercises considerable independent judgment and initiative in performing the duties of the position.
  • Interacts with federal, state and local officials, consultants, housing agencies, residents and the general public.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field related to the position as described below. A master's degree may be substituted for one year of the required experience.

For Rental Housing Division Director
Degree in public or business administration, real estate finance, housing management, or related degree; plus six years or progressively responsible managerial experience in the fields of subsidized or affordable housing, asset management and property management.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer prior to appointment.

PREFERRED QUALIFICATIONS:
The ideal candidate will have:
  • Experience in asset management, property management, leasing and maintenance operations for stabilized and leased up affordable housing properties.
  • Experience managing a large (70+) multidisciplinary team with multiple levels of subordinate management.
  • Strong analytical skills to evaluate financial and operational data, residential investment opportunities, and to assess the performance of the individual properties in the portfolio.
  • Ability to work independently with minimal supervision and thrive in an environment that encourages problem solving, creative and strategic thinking, multitasking, decision making and prioritizing under tight deadlines.
  • Business acumen to identify, direct and correct operational deficiencies to achieve optimal financial results.
  • Strong written and oral communication skills, outstanding customer service skills, and the ability to establish and maintain effective working relationships.
  • Advanced knowledge of Excel and YARDI
PHYSICAL REQUIREMENTS:
The job will require routine visits to properties within the assigned portfolio. Duties require walking, standing bending, stooping, reaching, carrying/lifting items under 15 lbs. in weight, and sitting for lengthy periods. Must be able to operate a motor vehicle. Visual acuity is required to read data on computer monitor and operate keyboard driven equipment. Must be able to communicate verbally and in writing. All duties performed with or without reasonable accommodations.
