Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protects the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. Under the supervision of the Code Specialist III, this new position will perform outreach to educate the general public and county staff about land development code requirements. Also provides assistance to permit applicants, especially those working to resolve noncompliance issues, and Land Development Services staff. Handles complex and special projects requiring close coordination with other divisions and agencies to facilitate the permit and inspection processes associated with construction activity, focusing on bringing enforcement cases to closure and achieving compliance. Explains technical requirements and related land development regulations to civic associations and at other public events, as well as customers, board members, other agencies and staff. Reviews codes, standards, ordinances, policies and regulations to assist in the development and delivery of staff training. Identifies and develops outreach programs to stakeholders such as contractors, professional organizations, and homeowner associations on the permit process and other county-sponsored initiatives. Recommends policy and procedural changes and prepares supporting initiatives. Furnishes architects, engineers, developers, contractors and homeowners with technical information about codes, procedures and requirements affecting permit issuance through various media with guidance from the LDS Public Outreach Officer.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, four years of engineering technical support work.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
Permit Technician Certification within 12 months of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Working knowledge of Fairfax County land development process.
  • Experience in reading, interpreting, and appropriately presenting complex land development codes and regulations.
  • Strong written and verbal communication skills.
  • Demonstrated ability to present to community groups.
  • Experience in working in a multi-agency team.

PHYSICAL REQUIREMENTS:
Ability to lift heavy items/plans up to 50 pounds with assistance Retrieve and file documents Crouch, bend, stoop, and twist upper body to maneuver in work station. The ability to operate keyboard driven equipment. Ability to operate a county vehicle. All duties performed with or without reasonable accommodations.
