Job Announcement

Must be committed to quality residential support services for individuals with behavioral health and developmental disabilities. Manages CSB contracts for multiple levels of care to include: an Assisted Living Facility (ALF) for adults with serious mental Illness (SMI), multiple group homes, including those inclusive of intellectual disability and those primarily serving the SMI populations well as contracts for in-home supportive services, and housing first initiatives. Seeks to facilitate system capacity for new residential services; manages RFP and contract renewal processes consistent with county guidelines; researches best or promising practices in residential services funding, operations and service delivery; provides technical assistance to and collaborates with public and private service providers; an ensures overall contract compliance. Additionally, this position solicits, tracks, analyzes and reports on residential services specific to Assisted & Community Residential Services and Supportive Community Residential Services. This requires cooperation with other service areas within CSB and a significant number of private providers, some of whom are contractors of the CSB and others with whom the CSB has no contract. Data management includes, but is not limited to budgets, Medicaid waiver reimbursement, census data, and service capacity. Directly supervises a small clinical team that addresses housing and service needs of the individuals served. Knowledgeable of Medicaid waiver requirements. Under the direction of the Service Directors helps plan for the continuum of residential supports for individuals with developmental disabilities.

For CSB Residential and Vocational Programs:
Manages program budget.

For CSB Residential, Support Coordination, and Vocational Programs:
Manages several distinct residential support coordination programs;
Provides management and senior clinical direction to the program;
Provides guidance for assessments, crisis management, and therapeutic counseling;
Identifies, advocates for, and secures necessary client support services;
Maintains ongoing communication with families, landlords, county programs and agencies, and state agencies;
Establishes and participates in case-oriented consultative and educative planning with community agencies, groups, and schools;
Provides program policy guidance and interpretation;
Monitors and evaluates contracted and directly operated services;
Provides oversight to vocational and contractual services, including clinical and program supervision;
Designs and implements program evaluations, outcome measures, and performance indicators;
Reviews and investigates reports of serious incidents and complaints;
Evaluates program to ensure effective and efficient service delivery, and develops plans to address identified gaps in services;
Provides input on service policies and procedures and assists in program development;
Ensures that programs comply with all federal, state, and local regulations;
Compiles statistics and prepares administrative reports;
Participates in senior management team and committees.

Extensive knowledge of principles, practices, methods, and techniques related to service provision for f persons with an intellectual disability or other developmental disabilities;
Extensive knowledge of person centered practices with the ability to train, consult, and supervise in these areas;
Thorough knowledge of community resources, including relevant public and private organizations;
Knowledge of budgetary procedures;
Knowledge of federal, state, and local laws and regulations, as well as issues relevant to human rights, mandated reporting, and skill in applying this knowledge to a variety of situations;
Ability to supervise and train service professionals;
Ability to successfully perform as a team member/leader;
Ability to lead/motivate a workforce to achieve program objectives;
Ability to conduct performance evaluations and implement personnel procedures;
Ability to develop, coordinate, and direct specialized programs;
Ability to recommend alternatives to allow for individual choice in services;
Ability to compile and analyze data;
Ability to prepare and present oral and written reports;
Ability to establish rapport and maintain effective relationships with individuals served;
Ability to develop and maintain effective working relationships with subordinates, co-workers, public and private sector organizations, community groups and the general public;
Ability to communicate effectively, both orally and in writing.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree in psychology, social work, or a related field; plus seven years of experience working with individuals with developmental disabilities; Masters can be substituted for 1 year of experience; or graduation from an accredited college or university with a doctoral degree in psychology, social work, or a related field.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter. Eligibility to provide services that can be reimbursed by Medicaid in accordance with the Virginia Department of Medical Assistance Services' requirements. This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

PREFERRED QUALIFICATIONS:
  • Master's degree in human services, public administration or a related field.
  • Experience and knowledge in community-based residential services for persons with disabilities, public-private partnerships, and program evaluation, contract management, and data management and reporting.
  • Knowledge of person-centered best practices and recovery-oriented principals of service delivery.

PHYSICAL REQUIREMENTS:
Ability to lift up to 15lbs and attend meetings in the community. Ability to read and enter data on computer, operate keyboard driven equipment, communicate with others verbally, and via mobile device & telephone either directly or with adaptive technology. All duties performed with or without reasonable accommodations.
