Summary

The selectee will serve as a Human Resources Specialist in the Operations Branch of the Human Capital Management Office (HCMO). The HCMO is responsible for the administration and management of human resources programs, operations policies and services for the Federal Trade Commission (FTC). The HCMO also provides a wide range of technical advice and guidance to manager, supervisors, employees and customers of the FTC.

Responsibilities

If selected for this position, you will perform the following duties:
  • Provides human resource management advice based on in-depth knowledge of the operations within assigned organizational units and regulatory parameters.
  • Provides a high level of customer service; handles telephone calls and face-to-face contacts tactfully and professionally; ensures that the image of HR and the service are upheld or strengthened as a result of the positive nature of the contact.
  • Consults with supervisors, managers, and other human resources specialists in order to jointly develop strategies and solutions for dealing with the most difficult and/or controversial human resource management issues and problems so that management's objectives are met while staying within legal requirements.
  • Resolves very difficult and complex position management and position classification issues involving a variety of professional, administrative, technical, and clerical and wage grade jobs.
  • Provides extensive assistance to supervisors and managers to: clarify and define duties and responsibilities of positions, interrelationships with other positions, and career patterns; to determine the types of positions required and the most appropriate organizational structure; and to recommend options or alternative courses of action for attaining human resource management goals.
  • Uses knowledge and exercises judgment to assist managers with problems associated with atypical combinations of duties, unique needs of small stations, weekend and seasonal work, remote locations, recruitment difficulties, and career enhancement.
  • Analyzes duties and responsibilities of positions using a variety of methods and approaches such as on-site or telephone audits and review of background material and work samples.
  • Evaluates jobs in accordance with position classification standards and principles to determine proper pay system, title, series, and grade, and prepares defensible evaluation statements based on thorough analysis.
  • Conducts or participates in agency-wide position reviews; comments on and performs test application of proposed draft classification standards and develops standard position descriptions.
  • Review all personnel actions for accuracy and legal sufficiency.

Qualifications

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the next lowest grade level in the Federal service obtained in either the private or public sector.

For the GS-11 level: You must have one year of specialized experience at the GS-09 level performing the following types of tasks: Specialized experience is defined as experience performing the following types of duties: researching and providing analysis regarding Personnel Management rules and regulations; coding personnel actions; coding and processing employee benefits; and advising management on effective recruitment strategies.
OR
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree
OR
A combination of doctoral education and experience, which meets 100% of the qualification requirements for the position.

GS-12 Level: You must have one year of specialized experience at the GS-11 level performing the following types of tasks: Specialized experience is defined as experience utilizing human resource administration and management concepts to provide complex advisory services to managers; interpreting laws, regulations and policies of various federal employee benefits and compensation programs; providing human resources recruitment and placement services including staffing, benefits and employment services.

In order to qualify for this position, in addition to the time-in-grade requirements listed above, you must meet the specialized experience requirements.Your resume must clearly reflect the specialized experience which includes:
  • Experience providing solutions to staffing, recruitment, classification, and position management problems or issues;
  • Experience providing advisory service on the application of appropriate human resources laws, regulations, policies, and procedures;
  • Experience performing a variety of human resources operations activities (e.g., position classification and position management reviews, development of staffing strategies, job opportunity announcements, assessment tools, and certificates of eligibles); AND
  • Experience performing qualification determinations, veterans' preference adjudications, regulatory compliance reviews of personnel actions, and pay-setting decisions

  • Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
