Summary

This position is located in the Document Design Office, Passport Integrity and Internal Controls Program, Passport Support Operations, Bureau of Consular Affairs (CA/PPT/S/IIC), Department of State. The Document Design Office serve as the Department's technical experts on travel document design, specifications, security features, and technical performance.

Responsibilities

  • Analyzes document defects or results of misuse, including examining suspect, forged, or counterfeit documents reported by other governments, government agencies, passport offices and the general public.
  • Serves as Contracting Officer's Representative or Government Technical Monitor, advising Contracting Officer in the development of Statement of Work and specifications for travel document-related acquisition.
  • Plans and oversees the testing of document materials and components and finished documents.
  • Evaluates the impact of legislative, regulatory, legal, and budgetary restraints on current and future document design efforts.
  • Keep abreast of pending legislation and apprises CA/PPT colleagues and other affected organizations and their management of the potential impact on document design, and related activities.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant
with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience in analyzing document defects or results of misuse, including examining suspects, forged or counterfeit documents reported by other government agencies;
  • Experience in providing authoritative technical advice and guidance in the evaluation and implementation of new designs for travel documents; and
  • Experience in planning and overseeing the testing of document materials and components and finished documents.

There is no substitute of education for specialized experience for the GS-14 position.

Qualified candidates are assigned a score between 70 and 100.
