This National Guard position is for a Human Resources Assistant (Military) (Title 32) (Indefinite), Position Description Number D2014000 and is part of the VA G1, National Guard.

As a Human Resources Assistant (Military), GS-0203-07, you will perform the below duties:

--Provides advice and support to ARNG and ANG managers, supervisors, and AGR personnel on full range of military staffing matters. Plans and administers the programs for recruitment, appointment, utilization and distribution, military career-field classification and related career and promotional development of AGR personnel. Determines minimum qualification requirements in accordance with appropriate regulations. Develops position announcements, locates position applicants, validates funding and certifies position is valid and vacant.

--Responsible for coordinating with National Guard Bureau (NGB) for re-documentation of positions. Develops staffing guide requirements for new units. Gathers information for force structure reorganization based on projected mission and/or organizational changes for formulation of future staffing plan.

--Accumulates and analyzes statistics concerning staffing functions such as turnover, resignations, minority hire rates, promotions, hiring lag time, etc. Conducts exit interviews or surveys to identify potential program or management deficiencies.

--Develops localized AGR job standards in accordance with Military Occupation Skill (MOS)/Air Force Specialty Code (AFSC) regulatory guidance.

--Staffs and executes reduction-in-force procedures. Coordinates with the appropriate Human Resources Specialist regarding restoration following AGR tours, probationary periods, and priority placement programs.

--Provides advice to management regarding all actions associated with AGR military compatibility.

--Provides advice on career management that ensures maximum career opportunities for qualified AGR personnel while ensuring proper fill of positions at all levels.

--Provides advice and assistance to ARNG AGR personnel, supervisors and managers on identifying training needs, in accordance with the Professional Development Program (PDP).

--Ensures that retention boards are conducted in a timely manner. Compiles tour continuation board results for NGB review.

--May assist in on-site AGR evaluation reviews.
--Performs other duties as assigned.

This position is being advertised as an indefinite appointment and applicant selected may be released at any time, and advised of his/her rights and benefits to which entitled. All qualified Male/Female Enlisted Personnel (E-2/PV2 - E-6/SSG) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E-2/PV2 - E-6/SSG), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Enlisted Personnel (E-2/PV2 - E-6/SSG)

Compatible Military Assignments: E:MOS: 00F, 42A, 68G

GENERAL EXPERIENCE : Applicant must have experience, education or training that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records; experience following oral or written instructions to accomplish work; experience establishing and retrieving files and information, and experience using common computer software designed for word processing.

SPECIALIZED EXPERIENCE : Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-05 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience in the interpretation and application of regulations, procedures or laws.
  • Experience that provided a working knowledge of administrative functions.
  • Experience performing personnel transactions.
  • Experience working independently and setting priorities with very little supervisory control.
