Responsibilities

This Property Management Specialist is located, within the Deployment and Logistics Division (DLD), Operations Branch, Acquisitions Program Management (APM), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties includes:

•Serve as the Government Property Program Manager and Property Administrator for specialized transportation security equipment purchased by APM and ensures that appropriate property management regulations and laws are followed.
•Provide advice and guidance on Government property regulations, policies, procedures and practices regarding specialized equipment.
•Serve as a staff advisor/auditor for execution of the purchase delivery of APM's Government property.
•Provide acquisition support in evaluating property contracts, ensuring against conflict with government property regulations and laws.
•Review business cases, requirements documents, and cost estimates to ensure that proposed acquisitions have been clearly defined along with descriptions.
•Provide advice and counsel to the Office of Financial Management, Office of Property Management, Office of Acquisition, Office of Chief Counsel, U.S. Coast Guard, Program Offices, manufacturers, System Integrators, airport and warehouse sites, and management team on a wide range of management matters affecting the accomplishment of acquisition oversight and financial/property control programs within APM's purview, as well as those directed by other lines of business.
•Work with manufacturers, APM's Program Offices, and Office of Financial Management and U.S. Coast Guard to ensure that purchased Government property matches acquisition contracts, descriptions and costs indicated on Government paperwork sent by manufacturers and enters into the Agency's property/financial systems.
•Keep track of specialized equipment that belongs to the manufacturer, when such equipment is sent to APM Testing and Evaluation, and ensures compliance with appropriate property management regulations.
•Reconciles property management records and keeps records of the disposal of specialized equipment and of its maintenance status. Ensures the maintenance and disposition of records are in accordance with record schedules. Prepare, review, and approve reports of specialized equipment at the airports.
•Serve as Contracting Officer Representative and Task Monitor for contractor employees serving as property control custodians and for support services to Include technical support for Government property purchased by APM. Lead a team of contractor FTEs who provide assistance by placing information into the records system.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
  • Applying Federal property laws, regulations, policies, and procedures pertaining to the Management of Federal Personal Property and Title 41, Code of Federal Regulations; AND
  • Maintaining organizational property management records; AND
  • Preparing and presenting high-level property management briefings to internal and external stakeholders.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

Conditions of Employment:
  • DHS COR Level 2 certification within 18 months of appointment.
  • DHS Program Management Level 1 certification within 12 months of appointment.
  • Must be able to obtain and maintain a Secret clearance.
  • Travel is required.
