Summary

This position is located in the Department of Labor, Office of Disability Employment (ODEP). ODEP's mission is to develop and influence policies and practices that increase the number and quality of employment opportunities for people with disabilities. ODEP conducts research and evaluation activities to identify evidence-based and promising policies and practices that impact the employment of people with disabilities.

Responsibilities

At the full performance level the incumbent performs the following duties:

With guidance from supervisor and senior members of the team, plans, leads, and executes complex research and evaluation projects of major significance related to disability employment and responds to research priorities such as SAW/RTW established by the Administration.

With guidance from supervisor and senior members of the team, plans, develops, recommends, and implements internal procedures for the creation of research databases used for the continuous appraisal of trends and developments in the labor market aspects of disability employment.

Assist in developing, conducting and coordinating work with respect to contracted research and evaluation. Assists the Director of Research and Evaluation on the conceptualization, analytical design and appropriateness of alternative methodologies· for new research initiatives.

Conducts analyses of economic effects of proposed and final policies, regulations, and legislation related to disability employment such as Section 501, 503 and 504 of the Rehabilitation Act of 1973 and similar requirements and provides technical advice to higher level.

With guidance from supervisor, initiates and maintains professional contacts for a mutual exchange of information and ensures productive cooperation within the Government and between government and the private sector.

Qualifications

BASIC REQUIREMENT:

Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

In addition to meeting the BASIC REQUIREMENT above, applicants must also meet the following:

For the GS-12 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.
  • Specialized experience is defined as experience assisting the development of databases and models for economic analyses to evaluate emerging trends in workforce in general and disability employment specifically; experience combining large sets of data from various sources to assess trends and patterns in labor markets and experience in data analytics software such as SAS, Stata, R or similar.


For the GS-13 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.
  • Specialized experience is defined as experience managing projects for developing databases and models for economic analyses to evaluate emerging trends in workforce in general and disability employment specifically; experience combining large sets of data from various sources to assess trends and patterns in labor markets and examine labor economic issues to evaluate impact on disability employment; and experience in data analytics software such as SAS, Stata, R or similar

Product Evaluation - Knowledge of methods for researching and analyzing external products to determine their potential for meeting organizational standards and business needs.

Written and Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Expresses information to individuals or groups effectively.
