Summary

This position is located in the U.S. Fish and Wildlife Service (FWS or Service), Property Policy & Headquarters (HQ) Facilities Branch, and is part of the Joint Administrative Operations (JAO) . This position serves as a Management and Program Analyst and National Property Policy Specialist responsible for the oversight and policy management of the personal property and/or space leasing programs.

Responsibilities

Job duties include but are not limited to the following:
  • Develops, promulgates, and implements coordination and oversight of policies and standard operating procedures (SOPs).
  • Researches, analyzes, evaluates, and interprets broad Departmental and Federal regulations.
  • Conducts periodic programmatic reviews, management/internal control reviews, audits, and in-depth studies of programs for compliance with Departmental and Federal regulations that are designed to minimize risk of waste, fraud and abuse of government resources.
  • Participates in the development, management, and implementation of government-wide initiatives and national strategic objectives based on new and evolving Administration, Congressional, GSA, and/or Departmental goals.
  • Establishes and oversees the implementation of Government-wide initiatives and national strategic objectives.
  • Oversees, coordinates and/or personally prepares periodic, special, and mandatory reports.
  • Serves as a primary source of communication regarding program goals, activities and general information.
  • Serves as project manager for various special and often highly visible projects.
  • As a member of the JAO, the incumbent partners with management, employees, and customers to serve and advance the mission of the Service and the JAO by ensuring consistent and reliable administrative and support services.

Minimum Qualifications for the 0343 Occupational Series at the GS-12 grade level:
One year of specialized experience at a level of difficulty and responsibility equivalent to at least the GS-11 grade level in the Federal service. Examples of specialized experience may include: developing and assisting in implementation, coordination, and oversight of policies and standard operating procedures (SOPs); researching, analyzing, and evaluating broad Departmental and Federal regulations; conducting periodic programmatic reviews, management/internal control reviews, audits, and in-depth studies of programs for compliance with Departmental and Federal regulations; participating in the development, management, and implementation of government-wide initiatives and national strategic objectives; serving as a primary source of communication; participating in various special and highly visible projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Skill in developing policy and procedural guidance for a complex National level program to respond to a wide variety of needs, situations, and geographic locations.
  • Knowledge of a wide range of management and program analysis principles and techniques including qualitative and quantitative methods in order to assess program effectiveness or identify opportunities to improve complex management processes and systems.
  • Knowledge of project management method and techniques, including Initiating, planning, executing, monitoring, and closing projects in order to plan, coordinate, and lead studies and initiatives.
  • Ability to analyze large amounts of data and information in order to formulate recommendations and findings.
  • Knowledge of Government property management (e.g. Federal personal property, fleet, and leased space management) laws, regulations, policies, and best practices in order to serve as a Subject Matter Expert (SME), advise on program management, to verify regulatory compliance, and to develop and improve Fish and Wildlife Service (FWS) policies and strategies for managing a national program.
  • Ability to communicate in writing.
  • Effective communication skills in order to understand client needs and to convey information.
