Responsibilities

  • Manage and direct the execution of complex medical research programs in the Combat Casualty Care Research Program
  • Direct and develop Medical Research, Development, Test, and Evaluation (RDT and E) programs, policies, assessments, and impact analyses related to Combat Casualty Care research inclusive of basic, clinical, applied, and product-oriented efforts
  • Exercise discretionary authority to approve the allocation and distribution of funding
  • Plan, coordinate, evaluate, and report on all aspects of a complex biomedical research program in Combat Casualty Care
  • Direct strategic research planning, programming, budgeting, and reporting activities using both the mechanisms in the Federal Acquisition Regulations and Other Transaction Authorities
  • Establish and develop strategic partnerships in support of medical research programs in Combat Casualty Care
  • Develop medical research program objectives and priorities in Combat Casualty Care
  • Identify funding resources and allocate funds for research programs
  • Oversee and coordinate the transition of Science and Technology investments in Combat Casualty Care to Advance Development
  • Serve as an experienced, senior subject matter expert and advisor in combat casualty care
  • Serve as a technical representative during contract negotiations and advising the Contract Officer on administering awards
  • Monitor the completion of research milestones to ensure program goals and objectives are achieved
  • Collaborate research efforts with strategic partners across multiple agencies, educational institutions, and industries
  • Develop cost and schedule data reporting requirements

The U.S. Army Medical Research and Development Command (USAMRDC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-04 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Health Science Administrator:

Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes (1) Experience directing trauma-related biomedical research inclusive of basic, applied, and product-oriented efforts (2) Experience developing and analyzing biomedical research programs, policies, and assessments (3) Experience coordinating medical research efforts with multiple agencies and facilities (4) Experience developing research program and policy content (5) Experience exercising discretionary oversight of the distribution of acquisition funds within a program's budget

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
