This position is located in the International Trade Administration. This is a developmental position performing analysis and advisory assignments related to the effectiveness of programs and/or the efficiency of the management of operations.

Responsibilities

This Job Opportunity Announcement may be used to fill other Management and Program Analyst GS-0343-07/09 FPL 13 positions within International Trade Administrationin the same geographical location with the same qualifications and specialized experience.

Upon successful completion of the Pathways Program, candidates may be converted to a permanent or term position.

As a Management and Program Analyst, the person selected for this position will:
  • Participate in program studies and analysis of operations to achieve greater economy and efficiency.
  • Prepares materials for work flow and operational analysis, cost studies, and/or equipment utilization.
  • Prepares initial work plans and drafts reports based on existing procedures or observation of the activity to be studied.
  • Reviews both operational plans and current and incoming work projects. Makes recommendations for improving methods.
  • Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems.

You must be a recent graduate who has completed (or will have completed within the next 9 months), within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualify educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum.

This is an Administrative Careers with America (ACWA) covered series at the GS-07 grade level with a two-grade interval promotion which will require an additional evaluation task after the closing date of this announcement. If minimum qualifications are met for this announcement, applicants will then receive an email invitation with a link that will require the applicant to complete an online questionnaire and pass the ACWA assessment test in the stated timeframe on the email invitation. Applicants must complete and pass the ACWA assessment test in order to be considered and referred to the hiring manager.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-07:

EXPERIENCE: Applicants must possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade (GS-05) in federal service. Specialized experience is defined as assisting higher level specialists with reviewing program operations for efficiency and making recommendations to improve effectiveness.

EDUCATION:

A. One year of graduate-level education.

OR

B. Superior Academic Achievement as demonstrated by a bachelor's degree in a related field from an accredited college or university with one of the following. NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions below:
a grade point average (GPA) of 3.0 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study;
a GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study;
class standing of upper third of the graduating class in the college, university, or major subdivision of the college;
membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies.

OR

COMBINATION: A combination of related graduate level education and specialized experience.

To qualify for the GS-09:

EXPERIENCE: Applicants must possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade (GS-07) in federal service. Specialized experience is defined as assisting higher level specialists with reviewing program operations for efficiency and making recommendations to improve effectiveness; and assisting with drafting reports on processes and/or procedures

OR

EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

OR

COMBINATION: A combination of education and experience as described above.

Note: Only graduate education in excess of one year is qualifying for combination.

You will be evaluated for this job based on how well you meet the qualifications above.
