Summary

The Department of Justice (DOJ), Justice Management Division, Finance Staff, is seeking to hire highly qualified Accountants with responsibilities related to accounting, financial management, and quality assurance in its Quality Control and Compliance Group (QCCG), Financial Statement Group (FSG), and the Operations & Reporting Group (O&R).

Responsibilities

  • Providing a variety of accounting services to management, including accounting data analysis, internal and external cash, general ledger reconciliations, and fund control activities, in accordance with Treasury and OMB policies and procedures.
  • Preparing instructions and presenting training related to financial management accounting procedures and systems.
  • Analyzing accounting processes and making revisions for specialized operating program accounting requirements.
  • Assisting management in conducting studies, evaluations, and interpretations of directives, regulations, policies, and procedures.
  • Analyzing and developing cost data for operating programs to reflect operating expense trends and projections.
  • Managing and overseeing internal review activities to ensure accuracy and validity of financial audits.
  • Preparing financial reports, audited financial statements, balance sheets, and recommendations required for revisions to financial management policies.
  • Reconciling accounting information and ensuring validity of the general ledger balances.

Qualifications

Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

Basic Requirement
From the descriptions below, select the one response that best describes your experience and meets the Basic Requirements for Accounting Series, 0510. (Transcripts are Required)

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements

AND

You may qualify at the GS-12 level, if you meet the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the federal service that demonstrates your ability to: 1) Execute financial management accounting procedures; 2) Performing internal review activities to ensure accuracy and validity of financial data; and 3) Preparing financial reports (e.g. Government wide Treasury Account Symbol Adjusted Trial Balance System (GTAS), Federal Financial Statements) and reconciliations (e.g. Fund Balance with Treasury) for Treasury Account Symbols

You may qualify at the GS-13 level, if you meet the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the federal service that demonstrates your ability to: Implement current and new financial management accounting procedures; 2) Perform internal review activities to ensure accuracy and validity of financial data for complex accounts: and 3) Preparing financial reports (e.g., Government wide Treasury Account Symbol Adjusted Trial Balance Systems (GTAS), Federal Financial Statements) and reconciliations (e.g., Fund Balance with Treasury) for complex Treasury Account Symbols.
