Responsibilities

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the Emergency Communications Division leads the Nation's operable and interoperable public safety and national security and emergency preparedness communications efforts. Through training, technical assistance, coordination, tools, and guidance, the division supports safer, better-prepared communities nationwide by helping federal, state, local, tribal, territorial and industry partners develop emergency communications capabilities. The division also ensures communities have access to priority telecommunications and restoration services to communicate under all circumstances.

In this position, you will be responsible for Administrative Specialist work.Typical work assignments include:
  • Providing guidance and assistance to subordinate organizations by answering questions on financial and administrative procedures.
  • Maintaining overall control of the official's schedule.
  • Drafting responses to general correspondence or inquiries addressed to the official.
  • Preparing briefing materials, talking points and executive summaries to be reviewed by the official.
  • Requesting data to prepare consolidated sectioned summary reports.

Qualifications

You qualify for the GS-11 grade level (starting salary $69,581) if you possess one year of specialized experience at the GS-09 grade level performing the following duties:
  • Preparing written reports of analyzed data to support management in courses of action;
  • Carrying out projects to improve the productivity of the organization; and
  • Providing administrative assistance to the organization by answering questions on service oriented procedure.

Must have successfully completed a Ph.D., an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Note: You must submit a copy of your transcripts with your application.

--OR--

Have less than one year of experience and less than 3 years of graduate level education as described above, but have a combination of specialized experience and graduate level education beyond the Master's level that when combined, equals at least 100% of the total requirement.
To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of two full year (36 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Note: You must submit a copy of your transcripts with your application.

You qualify for the GS-12 grade level (starting salary $83,398) if you possess one year of specialized experience at the GS-11 grade level performing the following duties:
  • Developing clear concise briefing materials to be reviewed by management;
  • Scheduling interviews and meetings to be attended by management;
  • Assisting with administrative training to support an office; and
  • Researching administrative projects to provide comprehensive feedback to management.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Time-in-Grade
Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.

Education
