Summary

This is a Pathways/Recent Graduation position.

This position is located in the International Trade Administration. The incumbent is responsible for assisting senior personnel with continuing business/industry programs and functions and/or handling routine work of the organization independently.

Upon successful completion of the Pathways Program, candidates may be converted to a permanent or term position.

The Recent Graduate program duration is one year. Selectee's will be given a Term appointment not to exceed 1 (one) year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a Career-Conditional position in the competitive service.

This Job Opportunity Announcement may be used to fill other Business and Industry Assistant/Import Policy Analyst, GS-1101-7/9 FLP 13 positions within International Trade Administrationin the same geographical location with the same qualifications and specialized experience.

As an Business and Industry Assistant/Import Policy Analyst, the person selected for this position will:
  • Provide technical support to unit business and industry programs, operations and activities.
  • Provide technical support essential to delivery of government business/industry products and services.
  • Assist senior specialists on exercising regulatory or oversight authorities by reviewing data and reports.
  • Research and assembles information requiring understanding of the program/functional area involved.
  • Provide operational management assistance by preparing, distributing and tracking progress of documents and actions items.

Security Clearance: You must be able to obtain and maintain a Secret Security Clearance.

You must be a recent graduate who has completed (or will have completed within the next 9 months), within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualify educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-07:

EXPERIENCE: (Business and Industry Assistant): Applicants must possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade (GS-6) in federal service. Specialized experience is defined as assisting with preparing, distributing and tracking the progress of documents and action items.

To qualify for the GS-09:

EXPERIENCE: (Import Policy Analyst): Applicants must possess at least one year (52 weeks) of specialized experience equivalent to the next lower grade (GS-7) in federal service. Specialized experience is defined as preparing, distributing and tracking the progress of documents and action items; assisting senior specialists with review data and reports involving business and industry programs.

OR

EDUCATION: Master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such degree or LL.B. or J.D., if related.

OR

COMBINATION: A combination of education and experience as described above.

Note: Only graduate education in excess of one year is qualifying for combination.

Additional information

The intent of this position is to grow into a career as an Import Policy Analyst, however at the GS-7 level, this position will perform the duties of a Business and Industry Assistant until eligible for promotion to the GS-9.

PROGRAM COMPLETION AND CONVERSION:
Upon completion of the 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a career or career conditional appointment. There is no guarantee for conversion.

To be eligible for conversion, Recent Graduates must:
  • Complete one continuous year of work experience acquired through a Recent Graduate Program
  • Complete 40 hours of formal interactive training
  • Meet the qualification standards for the position to which the Recent Graduate will be converted
  • Meet any agency-specific requirements specified in the Participant's Agreement, and
  • Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Writing ability sufficient to summarize business/industry information clearly and concisely; communication skills enabling effective exchange of information within and outside of the unit.
