Responsibilities

  • Responsible for assessing, evaluating, and reviewing background investigation documentation and information for employees, and non-cleared contractors to determine reciprocity, acceptable risk, and Line of Sight Supervision (LOSS).
  • Apply Federal Law, Department of Defense (DoD) and agency regulations to determine the type of investigations; along with the impact of breaks in service for eligibility determinations.
  • Evaluate the authenticity, veracity, and pertinence of the data to the case at hand and requests additional investigations, requests interrogatories, or develops other information if needed.
  • Make determinations in accordance with regulations as to whether applicant meets the requirements for employment in a sensitive or non-sensitive position and is consistent with all appropriate adjudicative guidelines.
  • Assist with implementing operational policies, procedures, programs, and standards as required, ensuring the efficient and effective implementation of the DoD Continuous Evaluation Program and reporting requirements.
  • Implement existing security directives and makes recommendation to resolve unique and complex security problems by coordinating with senior security specialists to include solutions and follow-up written communications.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience For the GS 09: One year of specialized experience which includes maintaining personnel security/suitability systems, identifying the presence or absence of derogatory information within security personnel investigations and applying personnel security/suitability policies to make determinations regarding security clearance for employment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as criminal justice, security management or psychology.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience for the GS 11: One year of specialized experience which includes maintaining personnel security/suitability systems, reviewing investigative records to determine if the person meets security standards, analyzing and evaluating the authenticity of personnel data, and making recommendations to resolve complex security problems based derogatory information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: criminal justice, security management or psychology.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement for the GS 09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Time in Grade Requirement for the GS 11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).This position will be filled at the developmental GS-9 with full performance GS-11; or at the full performance, GS-11. Management may select at any of the grade levels announced.
