Your typical work assignments may include the following:
  • Serves as the Staff Specialist for NC3 Enterprise Modernization and Future Capabilities and is responsible for developing, analyzing, coordinating and recommending Directorate, DASD, OUSD(A&S) positions and views for NC3 Enterprise Capability Portfolio Management.
  • Independently, and in collaboration with NC3 Enterprise Modernization and Future Capabilities stakeholders, developing assessments of complex NC3 enterprise systems to ensure they are fully responsive to all essential performance, compatibility and interoperability requirements, cost-effective, and not duplicative of one another.
  • Coordinates and collaborates with NC3 Enterprise Modernization and Future Capabilities stakeholders to achieve necessary program balance of requirements, funding and acquisition strategy and execution required to successfully enable delivery of capability to warfighters.
  • Develops architectures, road-maps, strategies and analyses for NC3 Surveillance and Warning Systems.

Qualifications

Basic Requirement for Series 0801:
A. Degree: Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Have a combination of college level education, training and/or technical experience that furnished. (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Current Professional Engineering registration by an State, the District of Columbia, Guam, or Puerto Rico; or 2) Written Test with evidence of successfully passing the Engineer-in-Training (EIT) examination, or the written test for professional registration, which is administered by the Boards of Engineering Examiners within the States, the District of Columbia, Guam, and Puerto Rico; or 3) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or 4) Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

You may qualify at the NH-IV level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the next lower grade level (NH-III or GS-13) in the federal service (experience may have been gained in the private sector) which has given you the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled (as described in the Qualifications Requirements section). Specialized experience needed for this position is defined as experience supporting a Command, Control, and Communications program in the areas of enterprise modernization and future capabilities. Experience must include program acquisition oversight, analysis of cost, schedule and evaluating technical requirements associated with the program. Experience must be reflected in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
