This is a permanent supervisory position with Headquarters, US Army Corps of Engineers, Directorate of Logistics, located at the Government Accountability Office (GAO) building, 441 G. Street, NW, Washington, DC.

Responsibilities

  • Direct Command's Logistics program in the areas of maintenance, logistics integration, logistics information systems, supply and equipment management, transportation, facilities management, aviation and logistics contingency/ response support.
  • Implements basic objectives and policies established by the organization to execute assigned logistics operations, staff functions, and related responsibilities as applicable support of the training base.
  • Exercises delegated authority to oversee the overall planning, direction and timely execution of a large geographically dispersed organization covering 10 regions in 45 states, and OCONUS operations in Germany, Korea, Japan, Iraq and Afghanistan.
  • Confers with managers and supervisors regarding execution of planning and progress of work, discusses areas of difficulty or controversy, and provides policy interpretation, guidance, and decisions, as required.
  • Directs budget preparation and expenditures of funds, recommends future funding requirements as a result of new or modified program requirements.
  • Assures proper fund expenditure and timely training of personnel, for efficient and effective execution of logistics operations.
  • Participates in the development of policies and procedures required for the improvement or modification of existing mission and the implementation of new programs or mission requirements.
  • Reviews logistics reports, budget and financial management reports, correspondence and discusses logistics matters with the command, installations, unit level, and higher headquarters representatives to identify and isolate logistics problem areas.
  • Plans, develops, directs, and coordinates operating and program activities, directs the development, revision, and implementation of the organization's policies, rules, and strategic procedures.


Travel Required

25% or less - Temporary Duty (TDY) or business travel is required up to 25% of the time to attend meetings and conferences with top level United States (US) government or industry officials to coordinate and provide input to program objectives and policies established at the national and international level that affect Command's Logistics and sustainment mission. Traveling may be required within and outside the continental United States.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) or business travel is up to 25% of the time.
  • This position may require the employee to be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, continental United States or overseas.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selectee(s) must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • This is a Critical Acquisition Position. Selectee must be able to obtain a Senior Level III in Acquisition Position Category Lifecycle Logistics within 24 months of entrance on duty.
  • This position is Mission Essential in the event of severe weather conditions or other such emergency type situations (natural or man-made disaster), incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/ or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: managing, directing and planning all aspects of logistics programs by developing standards, policies, procedures, practices which affect the use of logistics management operations (manpower, money, materiel, facilities and services) needed to establish the extent of the lifecycle logistics; providing top/senior leadership or officials advice, consultation and guidance on logistics matters or issues such as maintenance, logistics integration, logistics information systems, supply and equipment management, transportation, facilities management, aviation, and logistics contingency/emergency response support; coordinating, planning and organizing all logistical activities to ensure applicability, adequacy, compliance, consistency and sustainability in mission goals, objectives and requirements; planning, formulating, and executing budget and resource allocation based on operating programs; and performing supervisory functions to a diverse civilian and military staff/workforce. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
